MINUTES
The meeting was called to order at Donaldson Park on the picnic benches at 7:04 p.m. Motion by Auchstetter, second by Ulmer to approve the minutes of May 13, 1997. Motion Carried.
Discussion Items
Gilhousen asked the Commission to review the letter she received from Nancy Stiller, Chair of the Friends of Wood Lake (FOWL) Board of Directors. Stiller’s first request was to appoint
Carolyn Krohn as Commission liaison to FOWL to complete the vacated term of Anondson who resigned in May, 1997. Motion by Gilhousen to appoint Krohn to the FOWL Board. Second by Auchstetter.
Motion Carried.
Stiller’s second request was that the dates of board terms begin June 1 following the spring dinner rather than February 1. Since this is part of resolution number 7723 that was adopted
by the City Council, the Commission will need to recommended amendments to the resolution to the City Council for their approval. Dietl and Krohn were asked to ask the FOWL Board if
this is their request.
The third request in Stiller’s letter was to reappoint Jean Fox to the FOWL Board of Directors. Some of the concerns voiced were:
The school system is not represented and with their close association with Wood Lake Nature Center, they should have a voice on the Board. The schools have asked to have a delegate
on the Board.
The Chamber of Commerce could have a genuine interest in representation.
Today’s Women or other local organizations might like to be on the Board.
Jean Fox is not a resident and although there was a non-resident on the Board previously, it was someone who was unable to complete his term.
Jean Fox is the only person who applied other than the four candidates that were appointed.
Jean Fox is a hard worker and with the fall fund-raiser coming soon, it would be nice to have her help.

To have help on fund-raisers, you need not be on the Board of Directors.
There were no votes by the FOWL Board in opposition to recommending the reappointment of Jean Fox to the Community Services Commission.
If someone from the above mentioned groups wants to become a Board Member and the bylaws only allow for 13 Board members, is the alternative to remove someone presently serving?
Motion by Dietl to reappoint Jean Fox to the FOWL Board of Directors. Second by Krohn. Motion carried 5-4.
Since the Council will have a joint meeting with the Community Services Commission, it was decided to eliminate the July 8 meeting. At this meeting, the items to be discussed will be:
What is the role/purpose of the Commission.
The potential community recreation facility.
The possibility of liquor in the Community Center and the proposed recreation facility.
Scaglia will have a report for this meeting from the Master Park Plan Sub-Committee.
Gilhousen announced the resignation of Tom Ticen. He will be moving out of the City.
Committee Reports
MRPA: No Report
Confidential Pool Pass Program: There have been 23 applications for assistance for pool passes that account for 90 children. As of June 8, 182 pool passes have been issued.
Planning Commission: The Hat Trick Hockey site has been rezoned from a commercial property to a single residence. A new home will be built on the site.
FOWL: This group is gearing up for the FOWL Ball Golf Klassic. It will be held on September 20 at 3:00 p.m. at Rich Acres Golf Course on the Par 3. The cost to play in this tournament
is $25 per player or $100 for a five-some which includes golf and a picnic. To picnic only the cost is $10. Volunteers are needed for various duties to make this event a success.
Dietl challenged the Commission to organize a team and to work in tandem with the FOWL Board.

Master Park Plan Sub Committee: There was no meeting in May. Committee members were encouraged to go on the bus tour visiting other communities. Included in the agenda and minutes
were comments given at the May 7 and May 14 Open Houses, calls to City Hall and comments from the Inter Council. Blank was asked to give a presentation of possibilities available to
the community as a follow up to the invitation sent to all families of grade school children to a fourth grade class at Spartan Elementary. Their comments have since been added to the
list.
In preparation for the study being done by the MPPSC, a book was prepared with sections of demographics, economic and social trends affecting people of Richfield. Scaglia requested
this information be passed on to the entire Commission.
76th Street Study East of I35W: No Report. There have been no meetings.
Staff Reports
Devich reported on the incident at Fremont park on Saturday, June 7, where a five year old child died. A 911 call was made at 5:44 p.m. from a young person. There were other children
in the park and they had been playing puppy with a belt to a bathrobe tied around her neck. She got on the slide where the belt had been tied to the top of the slide. When she slid
down and was in obvious trouble a seven year old tried to hold her up. He went to get a 13 year old baby-sitter who told him to call 911 immediately.
The rescue squad responded within two minutes and began CPR immediately. She was ashen in color and had blue lips from what appeared to be strangulation. The rescuers were able to
get a pulse and it looked like she may have been saved. She was on life supports when she got to the hospital did not make it. The grandparents live next to the park on Fremont and
had left a 13 year old cousin in charge.
There is no problem with park equipment and should be no liability.
Weather for the pool has been excellent. The number of season passes is well over last year. Mini Golf has been very busy with the beautiful weather we’ve been having. There has been
a lot of marketing including a celebrity tournament, school activities, limo tours, promos every Tuesday and a special event each week.
There is a bid opening for dasher boards for the ice arena on Wednesday, June 11. The original cost for the addition to the arena for Hat Trick Hockey will be substantially more than
originally anticipated. The golf course is having a great year and is well ahead of last year.

Blank reported Safety Camp begins the week of June 9. Playgrounds open June 16 with training the week of June 9. The survey on park program fees is being calculated and we will report
soon on the results.
Other
Gilhousen thanked everyone who worked at the Expo. The weather was wonderful and people attending were impressed with the many services Richfield provides. Commission members contributing
time were Gilhousen, Schaefer, Krohn and Dietl.
Gilhousen asked the Commission for approval to send Al Payne a letter of appreciation for arranging the May 13 Commission tour. Motion by Scaglia to send this letter on behalf of the
Commission. Second by Auchstetter. Motion carried.
Gilhousen suggested articles be placed in the Sun, Your City and water bills with the garbage ordinance requirements.
Gilhousen reported the 77th Street Project consultant, BRW, has been in contact with Steve Houle, owner/president of Lino Lakes Landscape (the company contracted to do the landscaping
of 77th Street). Mr. Houle will honor all contractual commitments including warrantee on trees and irrigation equipment.
The new liquor store is doing extremely well and will be landscaped soon.
