The next ABH meeting is April 20, 2026 at the Richfield Municipal Center from 6pm - 7:30pm.

Welcome and Introductions were made by everyone in attendance.
Approval of Minutes:
Motion: made by Marcell Johnson, seconded by Rebecca Case to approve the January Advisory
Board of Health minutes
Approval of the Agenda:
Motion: made by Marcell Johnson, seconded by Rebecca Case to approve the February Advisory
Board of Health agenda.
Annual review of bylaws
Reminder of time commitments to meet monthly.
Purpose of committee roles: chair, vice-chair, and secretary.
Topics the committee work throughout the year, potential new policies for various health topics.
Annual election of Officers:
Secretary: Kirsten Norby, Joel nominated, Rebecca seconded.
Chair: Kelly Hauer, Rebecca nominated, Rachel seconded.
Vice Chair: Rebecca Case, Joel nominated and Rachel seconded.
Need to review at next meeting.
Review of 2026 draft workplan:
March 16th - discussion with Chief to review programs, Cannabis website review, Discussion on
Kratom research.
April 20th: Review and approve food safety award winners, Tour of dispensary, Tour of Edina fire
station.
May 18th (joint ABH meeting w/Bloomington & Edina); Penn Fest - what do we want at our booth -
survey for Kratom at city events and high school,
September 21st: open for topics
October 19th: open for topics

Kratom:
Concerns from small businesses on policies to restrict sale of Kratom; do they have to report sales of
Kratom? Where is it being sold?
Is there a prevalence of Kratom in Richfield? Do we have data on who is using it and its effects on
those using it? Does it enhance other substance use? Understand/quantify the harm of its use.
Unclear of regulating Kratom as it is listed as a supplement
Start with getting information into the community before looking at possible city regulation.
Updates/Reminders:
Commissioner training: March 11th 5:30-7pm and March 18th 5:30-7pm.
Reminder of joint meeting for Bloomington/Edina; need an ABH member to help plan - Joel
expressed interest.
City webpage has legal, food and business resources related to the federal immigration
enforcement.
Other meetings such as SCHSAC, state public health meetings that committee members can attend
