Penn Fest recap
Got several responses on the cannabis survey/website
People seemed more willing to stop and traffic was better with the condensed layout
People seemed interested in the giveaways and generally stopped to look at the materials provided
Could we have a flyer with a QR code in the city lobby as people are coming in and can fill out the
survey
Mental Health Summit recap
Katrina and Jennifer attended the tri-city event
All three mayors provided an introduction; 10-12 panelists spoke.
Mental health and housing have been the top two issues in the community health assessment
Feedback was that this summit should happen again next year
Well received; a lot of feedback with the panelists and the work that was committed to
No date set for next year’s summit
15 key themes emerged that will be grouped and sent out to the three cities
In Bloomington, there is a Brain Health response team that allows 10 sessions for the person making
the 911 call; the program has had a positive success rate in reducing repeated 911 calls. There is
interest in exploring this program for Richfield

2026 Focus
Continue cannabis work
First dispensary opened - Twin Cities Cannabis (66/Penn), Jennifer can reach out to the owner for a
tour
Lion Cannabis - Made it through the planning commission, passed council for site plan review.
Cannabis stores can be open until 9/10 pm; 8pm on Sundays. City Council decided hours should be
less restrictive than the liquor store operating hours
Reconnect w/Association for Non-smokers Minnesota - they promote how to advocate for smoke-
free living spaces. Could help decipher the laws and policies. It’s up to property owners to make a
policy on smoking; issues with smoking in non-allowed places is a civil issue. Try to give property
managers good/up-to-date information to make policy decisions
Jennifer will send out completed survey info with the Oct meeting minutes
Updates:
CSUP website update - Initial layout and content look good. Look at updating content and
confirming menu nav bar topics in early 2026.
Organizations we post/link to, try to have Spanish version
Look at functionality like language translations, global keyword search, etc.
ABH Council update Nov 25
Katrina will provide an update to the city council next month
Misc. reminders
Jennifer will send out a 2026 calendar and draft work plan
ABH members with terms ending, need to reapply by the end of October
Notify Jennifer of any speakers, tours/field trips, etc. for the commission to explore in 2026
Meeting adjourned at 7:30pm
