Special City Council Meeting
September 25, 2000
CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 6:45 p.m.
ROLL CALL
Members Present:Martin Kirsch, Mayor; Susan Rosenberg; Sue Sandahl; Russ Susag
(arrived at 6:47); and Kristal Stokes.
Staff Present:Steven Devich, Acting City Manager; Deborah Guiher, Deputy City
Clerk; Bruce Palmborg, Community Development Director; Mike
Eastling, Public Works Director; and Corrine Thompson, City
Attorney.

Community Development Director Palmborg reviewed Staff Report No. 22 regarding
a development concept for 6913-37 Penn Avenue.
Public Works Director Eastling reviewed a letter received from Peter Willenbring,
Vice President of WSB & Associates, Inc., explaining the benefits of expanding the storm
water storage at 69th Street and Penn Avenue for the purpose of managing storm water
runoff.
Council Member Rosenberg stated that the residents of the area are happy with the
results of the pond and the job it is doing. She would like to see the work completed for
the residents on Oliver Avenue and would also like to see more parking available at the
dentist office.
Council Member Susag would like to increase the size of the pond as well as
provide more parking for the dentist office.

Council Member Stokes questioned the grade of the lots on Oliver Avenue.
Public Works Director Eastling responded that Oliver Avenue is lower than Penn
Avenue. There is no more danger of flooding now than they have had in the past.
Council Member Sandahl stated that she doesn’t want to see the lose of more
homes. She prefers keeping the pond the same size, do some landscaping and see how
the pond is working.
Mayor Kirsch would like to see the pond stay the same size, do some landscaping,
and have more housing on the north side of the pond.
The consensus of the Council at this time is as follows:

Do not expand the pond. If expansion is necessary, it should be done to the
south.

More data is needed from staff regarding any expansion to the north.
x
Landscape and remove the dirt.
Public Works Director Eastling stated that the dirt needs to be used as pads for any
new homes that could be built.
Mayor Kirsch stated that we need to protect the neighborhood and that the
neighbors on Oliver Avenue and Penn Avenue are invited to a meeting on September 28
to discuss a landscape concept.
