05-01-00 Board of Equalization RICHFIELD BOARD OF EQUALIZATION MEETING MINUTES Richfield, Minnesota May 1, 2000 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 6:00 p.m. ROLL CALL Members Present:Martin Kirsch, Mayor; Sue Sandahl (arrived at 6:04 p.m.); Kristal Stokes; Russ Susag; Susan Rosenberg; Lawrence Emond; and Glenn Erickson. Staff Present:Samantha Orduno, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Larry Miller, Hennepin County Appraisal Supervisor; and Craig Lone, Hennepin County Appraiser. Item #1CONVENING OF THE 2000 RICHFIELD BOARD OF EQUALIZATION. S. R. NO. 122 Administrative Services Director Devich reviewed Staff Report No. 122 regarding the 2000 Richfield Board of Equalization including the following: x Appointment of Lawrence Emond and Glenn Erickson as citizen members. x Duties and responsibilities of the Board of Equalization. x Property owner contacts with the assessor’s office regarding 2000 Estimated Market Value determinations. There being one property owner present and one letter of appeal submitted, the Board of Equalization proceeded with consideration of these appeals. Board of Equalization Minutes-2-May 1, 2000 Item #2APPEAL OF PORTLAND HOLDING COMPANY, LLC, 6544 PORTLAND AVENUE SOUTH, P.I.D. #27-028-24-14-0011 Larry Miller, Hennepin County Appraisal Supervisor, presented a letter from Portland Holding Company, LLC, appealing the Estimated Market Value of the property located at 6544 Portland Avenue South requesting that it be adjusted to $56,250 based on the sale of the property which occurred on December 10, 1999. Mr. Miller indicated this sale did not appear to be representative of the market for this type of property and noted it was listed for $150,000. He presented data on the subject property and comparable properties in support of the assessor’s determination of the Estimated Market Value. He recommended that the Board of Equalization reduce the Estimated Market Value from $190,000 to $150,000. M/Emond, S/Erickson to reduce the Estimated Market Value of the property located at 6544 Portland Avenue South, P.I.D. 27-028-24-14-0011 from $190,000 to $150,000. Motion carried 7-0. Item #3APPEAL OF JEANNE LANGE, 6954-6956 FIRST AVENUE SOUTH, P.I.D. #27-028-24-43-0114 Jeanne Lange, 6956 First Avenue South, appealed the Estimated Market Value of this property based on comparable properties including 7212 Harriet Avenue, adjacency to a busy street and the Taystee Bakery commercial property. She requested that the Estimated Market Value for this property be reduced to $139,000. Criag Lone, Hennepin County Appraiser, presented data on the subject property and comparable properties in support of the assessor’s determination of an Estimated Market Value of $153,500. He presented the methodology for income producing properties and rental rates related to the subject and comparable properties. M/Erickson, S/Susag to sustain the assessor’s determination of $153,500 as the Estimated Market Value of the property located at 6954-6956 First Avenue South, P.I.D. 27-028-24-43-0114. Motion carried 7-0. ADJOURNMENT Board of Equalization Minutes-3-May 1, 2000 There being no other property owners present to present an appeal and no other letters of appeal received, it was announced that the 2000 Board of Equalization had completed its business.
