CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 8:00 a.m.
ROLL CALL
City Council
Members Present:Martin Kirsch, Mayor; Susan Rosenberg; Sue Sandahl; Russ Susag;
and Kristal Stokes.
Staff Present:Samantha Orduno, City Manager; Steven Devich, Administrative
Services Director; Bruce Palmborg, Community Development
Director; Dan Scott, Public Safety Director; Mike Eastling, Public
Works Director; Jim Topitzhofer, Recreation Services Director.
Others Present:Jim Lynn, Lynn & Associates; and Lisa Lynn, Lynn & Associates.
Item #1COUNCIL APPROVAL OF AGENDA
The meeting was convened and the agenda was reviewed for the strategy and goal
setting meeting.
Item #2BRIEF STYLE REVIEW MYERS-BRIGGS TYPE INDICATOR
Lynn & Associates led a discussion of Myers-Briggs Type Indicator style review

Item #3PLANNING-THE BASICS-STRATEGY VS OPERATIONS PLANNING
Lynn & Associates led a discussion regarding planning strategy vs. operations
planning.
Item #4STRENGTHS WEAKNESSES OPPORTUNITIES & THREATS
Lynn & Associates led a discussion regarding a situational analysis of the City of
Richfield strengths, weaknesses, opportunities and threats. The group was broken into
three groups to develop goals for 2000 and 2001. Preliminary goals were identified. The
final goals will be presented to Council at the end of February and published in the March
Your City newsletter.
Item #5WORK PLANNING-HOW TO ACCOMPLISH THE GOALS
City Manager Orduno reported on the State of the City and the 1999
accomplishments were presented by Department Directors.
Discussion followed regarding objectives for the goals, action steps and budget
initiatives.
Item #6MAYOR AND CITY MANAGER FEEDBACK SESSION
Discussion was held regarding the City Manager’s performance and City Manager
initiatives.
