Staff Present:Samantha Orduno, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Bruce Palmborg, Community Development Director; Jim Topitzhofer, Recreation Services Director; Mark Hinds, Special Projects Aide; and Bruce Nordquist, Housing & Redevelopment Manager. School Board Members:Nancy Rowley, Chair; Vicki Rorie; David Lamberger; Terry Freeman; David Larson; and Pam Dmytrenko. Item #IBSTATUS REPORTS AND INFORMATION – CITY OF RICHFIELD – AIRPORT EXPANSION AND NOISE MITIGATION EFFORTS; HRA REPLACEMENT HOUSING TASK FORCE; REDEVELOPMENT ACTIVITY UPDATE; REPLACEMENT GOLF COURSE; AND REPLACEMENT BALLFIELDS City Manager Orduno reviewed and discussed the following airport expansion and noise mitigation issues: x Low Frequency Noise Expert Panel x Governor’s Task Force x Cedar Avenue Redevelopment Plan open house meetings x City representatives meetings with FAA and Congressional delegation x FAA position on low frequency noise impacts x FAA position on mitigation land purchase ownership x Congressional delegation concerns about scare tactics used by mortgage companies and real estate representatives x Approval of plan for Trunk Highway 77 and 66th Street interchange improvements x City Council appeal of Commissioners Award for New Ford Town and Rich Acres parks x City need for support from the School District in 2000 Legislative Session Housing and Redevelopment Manager Nordquist reviewed and discussed the activity of the Housing Replacement Task Force. Community Development Director Palmborg reviewed and discussed the following redevelopment activities: x Status of Best Buy consideration of locating their headquarters at Interchange West x Woodlake Centre construction x Potential redevelopment at the Lyndale Garden Center site x Gramercy Co-op construction x Status of the Lyndale Gateway redevelopment x Status of the Penn Avenue and 66th Street redevelopment study x Richfield Rediscovered x 2000 Home Spring Preview entry on Lyndale Avenue at 71st Street Joint Council/School Board Meeting Minutes-3-December 6, 1999 Administrative Services Director Devich reviewed and discussed the upcoming closing of the Rich Acres Golf Course and likelihood the City will not be able to secure the Fort Snelling course as a replacement. Recreation Services Director Topitzhofer reviewed and discussed the following ballfield replacement issues: x Status of construction x Adjustments to accommodate school district needs x Grading and drainage issues which negatively impacted school district use of certain fields x Coordination of maintenance of the new fields x New legislation regarding bleachers x Security issues relating to certain ballfield buildings Item #ICPOSSIBLE JOINT INITIATIVES: LEGISLATIVE INITIATIVES; MARKETING OF CITY AND SCHOOLS Discussion occurred regarding cooperative efforts of the City and School District regarding legislative and marketing issues.
