11-01-99 Worksession CITY COUNCIL MEETING MINUTES Richfield, Minnesota Study Session November 1, 1999 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 7:00 p.m. ROLL CALL Members Present:Martin Kirsch, Mayor; Sue Sandahl; Susan Rosenberg; Russ Susag; and Kristal Stokes. Staff Present:Samantha Orduno, City Manager; and Doris Swanson, Acting City Clerk. Item # IANNUAL MEETING WITH CHARTER COMMISSION The following Charter Commission members were present: Dorothy Holstrom Amy Krauss Paul Muilenberg Gertrude Ulrich Charter Commission President Amy Krauss discussed projects in which the Charter Commission is currently involved: x Amendment to Sections 8.04 and 8.05 of the City Charter regarding public hearings; x Residency of City Manager; x Status of Commission Member not fulfilling their duties. Mayor Kirsch asked if the Commission was at full membership. Study Session Minutes-2-November 1, 1999 President Krauss responded yes. Discussion followed regarding the method for filling vacancies. Council Member Rosenberg asked questions regarding the intent and timing of amending Sections 8.04 and 8.05. President Krauss responded that work on the amendments began two years ago. They are currently clarifying the language with the City Attorney. The purpose intended was to establish a timeline regarding the cost of design and construction of facilities to notify residents of large expenditures. The Charter requirement of residency for the City Manager was discussed. The Charter Commission will revisit this issue at a later meeting. The suggestion was made to make the City Manager’s residency an issue discussed in a preamble to the Charter, so as not to make it conflict with the State Statute. Commission Member Ulrich discussed the origin of the Richfield City Charter. As a member of the League of Women Voters, she discussed the League’s concern that any changes to the original Charter be made with care. She also talked about her concern about the number of public hearings required and their effect on cost and project timing. Mayor Kirsch thanked the Commission for their service and invited them to meet annually with the City Council. Item # IISTATUS OF AIRPORT RELATED ISSUES. S.S. LETTER NO. 37 City Manager Orduno reviewed Study Session Letter No. 37 regarding the status of the following airport related issues: x Governor’s Airport Community Stabilization Funding Task Force The next task force meeting has been rescheduled to 8 a.m., November 18, in Eagan. x Low Frequency Noise Policy Committee x MASAC x 4-22 Extension x Cedar Avenue Airport Redevelopment Area TheCAARA News was mailed to all apartments and houses in the impacted area. Council Member Stokes stated that there was some confusion between the CAARA News and the Your City newsletter because of the similar style and coloring. City Manager Orduno responded that steps would be taken to change the color and/or style with the next issue to eliminate the confusion. Study Session Minutes-3-November 1, 1999 City Manager Orduno stated that she is currently setting up a meeting with the FAA; rescheduling a meeting with MAC Chair Charles Nichols; and sending out letters. She has already met with Representative Mark Gleason and also Met Council Representative Phil Riveness. Council Member Susag requested an explanation of the issue of tax abatement be presented to both the City Council and the HRA. City Manager Orduno responded that she would contact the individual who made the presentation to the Governor’s Task Force and arrange presentations. Mayor Kirsch rescheduled the Air Force Reserve C130 dedication to 5:30 p.m. on November 16, 1999 and asked that staff send a confirmation notice to the Council. Council Member Sandahl asked when the issue of Council Member attendance at Special City Council meetings would be discussed. City Manager Orduno stated the issue would be on the agenda for the last meeting in November. Mayor Kirsch stated that the Truth-in-Taxation meeting is scheduled for December 6, 1999, with a back-up date of December 13.
