CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
ROLL CALL
Members Present:Martin Kirsch, Mayor; Sue Sandahl; Susan Rosenberg; Russ Susag;
and Kristal Stokes.
Staff:Steven Devich, Acting City Manager; Thomas Ferber, City Clerk;
and Corrine Thomson, City Attorney.

MEETING FOR PURPOSE OF CONSIDERATION OF CITY MANAGER
APPOINTMENT
Acting City Manager Devich distributed a letter to the City Council from Samantha
Orduno explaining her perspective regarding the status and clarification of issues relating
to the proposed City Manager employment agreement.
Acting City Manager Devich stated Ms. Orduno did not accept the terms of the
agreement which were approved on Monday for the reasons explained in her
correspondence.
Discussion followed regarding communication issues between the recruiter,
candidate and City Council Members.
The City Council contacted Ms. Orduno via a conference call to discuss the City
Manager employment agreement terms and clarification of the contract language.
Council Meeting Minutes-2-August 25, 1999
M/Sandahl, S/Stokes to approve the City Manager employment contract with
Samantha Orduno as approved on August 23, 1999 with the addition of the payment of
$2500 in annual deferred compensation.
Motion carried 4-1. (Susag opposed)
Council Member Susag stated he was opposed to the additional compensation
because he felt the original package was a fair offer.

The meeting was adjourned by unanimous consent at 6:38 p.m.
