Special Meeting
August 14, 1999
CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 8:00 a.m.
ROLL CALL
City Council
Members Present:Martin Kirsch, Mayor; Susan Rosenberg; Sue Sandahl; Russ Susag;
and Kristal Stokes.
Staff Present:Thomas Ferber, City Clerk; Cheryl Krumholz, Administrative
Assistant; and Debbie Guiher, Deputy City Clerk
The City Council conducted interviews of the following City Manager candidates:

Jane Chambers

Chuck Whiting
Following the interviews, Paul Reaume, The PAR Group; Jim Lynn, Lynn and
Associates and Lisa Lynn, Lynn and Associates; facilitated the City Council's evaluation of
the five City Manager candidate interviews.
M/Susag, S/Stokes to call back Samantha Orduno and Richard Fursman for re-
interviews.
Motion carried 4-1. (Rosenberg opposed)
The City Council conducted re-interviews of the following City Manager candidates:

Samantha Orduno
x
Richard Fursman
M/Stokes, S/Susag to offer the position of Richfield City Manager to Samantha
Orduno.
Motion carried 5-0.
Council Meeting Minutes-2-August 14, 1999
Discussion followed regarding the status of alternative candidates if Samantha
Orduno does not accept the position.
M/Rosenberg, S/Susag to authorize Paul Reaume of the PAR Group to negotiate
with Samantha Orduno regarding the terms of an employment agreement for the Richfield
City Managers position.
Motion carried 5-0.
Discussion followed regarding process and options if Samantha Orduno does not
accept the position. The consensus of the City Council was that a Special City Council
Meeting should be scheduled so that timely consideration of alternatives could occur in
case Samantha Orduno does not accept the position.
M/Sandahl, S/Stokes to schedule a Special City Council Meeting for August 19,
1999 at 6:30 p.m. at Richfield City Hall for the purpose of discussing the City Manager
appointment if necessary.
Motion carried 5-0.

The meeting was adjourned by unanimous consent at 3:20 p.m.
