July 29, 1999
CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 7:00 p.m.
City Council
Members Present:Martin J. Kirsch, Mayor; Russ Susag; Susan Rosenberg; Sue Sandahl;
and Kristal Stokes.
Staff Present:Steven Devich, Acting City Manager (excused from the meeting at 7:12
p.m.); andThomas Ferber, City Clerk.
Others Present:Gerald Plock, The PAR Group; Jim Lynn, Lynn & Associates; and Lisa
Lynn, Lynn & Associates.

CANDIDATES FOR CITY MANAGER POSITION WITH ASSISTANCE FROM
EXECUTIVE RECRUITING FIRM, THE PAR GROUP. C.L. NO. 166
Acting City Manager Devich reviewed CL No. 166 regarding the review of applications
from candidates for the City Manager position. He reviewed the applicability of the
Minnesota Data Practices Act and the Minnesota Open Meeting Law to the discussion of
candidate data.
The City Council reviewed applications from candidates for the City Manager position
that fit the position profile previously approved. Gerald Plock, the PAR Group; Jim Lynn,
Lynn & Associates; and Lisa Lynn, Lynn & Associates; answered questions and facilitated
the process to select candidates to offer interviews for the position.
Mr. Plock indicated he would contact the selected candidates to request their formal
acceptance to interview for the position. He stated the interview process is scheduled for
August 12 - 14.
Discussion followed regarding the interview process. The City Attorney has been
asked to provide guidance regarding the process.
