CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 7:00 p.m.
ROLL CALL
Members Present:Martin Kirsch, Mayor; Sue Sandahl; Kristal Stokes; Russ Susag;
Lawrence Emond; and Glenn Erickson.
Members Not
Present:Susan Rosenberg.
Acting City Manager Devich stated that Council Member Rosenberg had informed
him that she would be unable to attend this meeting.
M/Susag, S/Stokesto determine the absence of Council Member Rosenberg as an
excused absence.
Motion carried 6-0.
Staff Present :Steven Devich, Acting City Manager; Thomas Ferber, City Clerk;
Larry Miller, Hennepin County Principal Appraiser; and Craig Lone,
Hennepin County Appraiser.

Acting City Manager Devich reviewed Council Letter No. 96 regarding the 1999
Richfield Board of Equalization including the following:

Appointment of Lawrence Emond and Glenn Erickson as citizen members.

Contract with Hennepin County for property assessment services.

Estimated Market Value statistics.

On site property inspections for 25% of total properties each year.

Estimated Market Value to sales price median ratio for Richfield’s 1999
assessment is 93.9%.

Property owner contacts regarding 1999 assessment.
Larry Miller, Hennepin County Principal Appraiser, reviewed property assessment
procedures, average sales prices, and MLS average sales prices.

Kevin Killian, 7009 5 Avenue, appealed the Estimated Market Value of this
property based on the amount of increased value since 1986, the lack of a garage on the
property, inability to economically build a garage on the property, hail damage, difference
from the comparable properties, and inclusion of realtor fees in comparable prices.
Larry Miller, Hennepin County Principal Appraiser, presented data on the subject
property and comparable properties in support of the assessor’s determination of an
Estimated Market Value of $107,000. He stated the Estimated Market Value had been
reduced by the assessor from $109,000 to $107,000 after a review of the property.
The Board reviewed and discussed the comparable property data and the
Estimated Market Value for the subject property.
Board Member Emond noted that insurance would pay for repair of the hail damage
and discussed options regarding the garage issue.
Council Member Sandahl stated that in real estate the market price is determined
by mutual agreement between the buyer and seller, whether there is a realtor commission
or not. She suggested Mr. Killian check with the Community Development Department
regarding recent ordinance updates that may make it easier for him to add a garage and
also to talk to the City's Remodeling Advisor for ideas.
M/Erickson, S/Stokes to sustain the assessor’s determination of $107,000 as the
Estimated Market Value of the property located at 7009 5th Avenue South. P.I.D. 34-028-
24-11-0085.
Motion carried 6-0.
Item #3APPEAL OF RAYMOND THOMAS, 6800 PORTLAND AVENUE SOUTH.

P.I.D. #27-028-24-44-0001
Raymond Thomas, 6800 Portland Avenue South, appealed the Estimated Market
Value of this property based on the lack of updating, leaking foundation, and poor
condition of the house.
Larry Miller, Hennepin County Principal Appraiser, presented data on the subject
property and comparable properties in support of the assessor’s determination of an
Estimated Market Value of $71,000.
Discussion followed regarding the condition of the property and the 1998 Estimated
Market Value which was $66,000.
M/Emond, S/Sandahl to reduce the Estimated Market Value of the property located
at 6800 Portland Avenue South. P.I.D. 27-028-24-44-0001 from $71,000 to $69,000.
Motion carried 6-0.
ADJOURNMENT
There being no other property owners to present an appeal and no letters of appeal
received, it was announced that the 1999 Board of Equalization had completed its
business.
