11-03-97 Worksession CITY COUNCIL MEETING MINUTES Richfield, Minnesota Study Session November 3, 1997 CALL TO ORDER The meeting was called to order by Mayor Kirsch at 7:00 p.m. ROLL CALL Council Members Present:Martin Kirsch, Mayor; Michael Sandahl; Susan Rosenberg; Russ Susag; and Kristal Stokes. Staff Present :James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Bruce Palmborg, Community Development Director; William Fillmore, Liquor Operations Director; Gretchen Blank, Recreation Services Director; Michael Eastling, Public Works Director; Randy Hughes, Operations Coordinator; George Atkinson, Engineering Supervisor; Vaughn Lambert, Police Captain; and Bill Nikituk, Police Officer. Planning Commission Members Present:Mitchell Hadley, Terry Ahlstrom, and Daniel Linnihan. Item #IANNUAL MEETING WITH PLANNING COMMISSION Dan Linnihan, Chair of the Planning Commission, summarized the activities and role of the Planning Commission regarding the following issues: x Comprehensive Plan update x Front porch setbacks x Accessory buildings x Licensed residential care facilities x RLAP Sound Wall Task Force Study Session Minutes-2-November 3, 1997 x 76th Street downsizing x Tattoo ordinance x I-494 moratorium and zoning consistency with Comprehensive Plan x New member training x 66th Street/Penn Avenue area x Water Plant tour x GIS System briefing Discussion followed regarding the Planning Commission’s role in developing the mitigation plan to address the impact of the north/south runway and communication plan regarding the comprehensive plan. Extensive discussion was held regarding the public participation process relating to redevelopment projects. It was the consensus of the City Council that the City Council, HRA, and Planning Commission meet jointly in a study session to discuss the issue of the public participation process for redevelopment projects. LETTER NO. 39 Study Session Minutes-3-November 3, 1997 City Manager Prosser reviewed Study Session Letter No. 39 regarding the status of the following airport issues: x Runway 4-22 x 4-22 Litigation x Proposed Runway 17-35 x Fidell Report x Ball Field Replacement x Complaint Summary x New Ford Town/Rich Acres Acquisition Council Member Stokes provided an update on the discussion of potential changes in representation on the Metropolitan Aircraft Sound Abatement Council (MASAC). Item #IVDISCUSSION OF UPDATE ON CONDITION OF CITY STREETS AND ALTERNATIVE MAINTENANCE APPROACHESS.S. LETTER NO. 40 . City Manager Prosser reviewed Study Session Letter No. 40 regarding the following: x Results of the recent Pavement Management Survey x Results of tests conducted on 65th Street to try to explain the new “failure mode” on 65th Street and its possible causes x Effectiveness of the pavement maintenance strategy now being used x Alternative pavement maintenance strategies x Funding implementation of the various alternatives Erland Lukanen, Braun Intertec, presented and discussed a Pavement Evaluation Report regarding the following issues: x General surface condition x Core examination and laboratory test results x Patching evaluation x Review of original contract specifications x Impact of construction and seal coat dates x Asphalt mix design x Air voids/compaction issues Mr. Eastling and Mr. Likanen presented the following recommendations: x Monitor patching activities x Continue with present maintenance strategy x Remove top asphalt course before overlay x Adjust pavement management system for stripping Study Session Minutes-4-November 3, 1997 Discussion followed regarding MnDOT asphalt mix design specification suitability for residential streets versus highways. Larry Wozniczka, 6744 Wentworth Avenue, asked questions regarding the pavement failure on Lyndale Avenue and overlay procedures. Public Works Director Eastling stated that a new asphalt mix had been used for the paving of Lyndale Avenue about 15 years ago. He stated it was found not to be a good mix for Minnesota. Mr. Lukanen explained the recommended milling and overlay procedure. Public Works Director Eastling discussed the following funding alternatives for resurfacing projects: x Specially assess the cost of resurfacing. This cost is estimated at $10.00 per assessable foot. x MSA (Municipal State Aid) funding. Projects such as this are MSA eligible for designated state aid routes. However there is great demand for state aid funds on redevelopment projects. Spending state aid funds on resurfacing would take away some of the City’s ability to react to other needs. x Enact a small ad valorem tax increase, an estimated $10 - $50 per “average” household per year, and dedicate those funds for street resurfacing. This option would save MSA funds for other projects and would provide the flexibility needed to react to street resurfacing on an “as needed” basis. x Transportation utility funds. Fees could be collected to operate a transportation or street utility similar to the water, sanitary, or drainage utilities. State law does not now allow the formation of location transportation utilities. Council Member Susag requested a map showing the MSA designated streets in Richfield.
