CALL TO ORDER
The meeting was called to order by Mayor Kirsch at 7:00 p.m.

Dan Linnihan, Chair of the Planning Commission, summarized the activities and
role of the Planning Commission regarding the following issues:

Discussion followed regarding the Planning Commission’s role in developing the
mitigation plan to address the impact of the north/south runway and communication plan
regarding the comprehensive plan. Extensive discussion was held regarding the public
participation process relating to redevelopment projects. It was the consensus of the City
Council that the City Council, HRA, and Planning Commission meet jointly in a study
session to discuss the issue of the public participation process for redevelopment
projects.

Council Member Stokes provided an update on the discussion of potential changes
in representation on the Metropolitan Aircraft Sound Abatement Council (MASAC).

City Manager Prosser reviewed Study Session Letter No. 40 regarding the
following:

Results of the recent Pavement Management Survey

Results of tests conducted on 65th Street to try to explain the new “failure
mode” on 65th Street and its possible causes

Effectiveness of the pavement maintenance strategy now being used
x
Alternative pavement maintenance strategies
x
Funding implementation of the various alternatives
Erland Lukanen, Braun Intertec, presented and discussed a Pavement Evaluation
Report regarding the following issues:

General surface condition
x
Core examination and laboratory test results
x
Patching evaluation
x
Review of original contract specifications
x
Impact of construction and seal coat dates
x
Asphalt mix design
x
Air voids/compaction issues
Mr. Eastling and Mr. Likanen presented the following recommendations:

Monitor patching activities
x
Continue with present maintenance strategy

Remove top asphalt course before overlay
x
Adjust pavement management system for stripping

Discussion followed regarding MnDOT asphalt mix design specification suitability
for residential streets versus highways.
Larry Wozniczka, 6744 Wentworth Avenue, asked questions regarding the
pavement failure on Lyndale Avenue and overlay procedures.
Public Works Director Eastling stated that a new asphalt mix had been used for the
paving of Lyndale Avenue about 15 years ago. He stated it was found not to be a good
mix for Minnesota.
Mr. Lukanen explained the recommended milling and overlay procedure.
Public Works Director Eastling discussed the following funding alternatives for
resurfacing projects:
x
Specially assess the cost of resurfacing. This cost is estimated at $10.00 per
assessable foot.
x
MSA (Municipal State Aid) funding. Projects such as this are MSA eligible for
designated state aid routes. However there is great demand for state aid funds
on redevelopment projects. Spending state aid funds on resurfacing would take
away some of the City’s ability to react to other needs.
x
Enact a small ad valorem tax increase, an estimated $10 - $50 per “average”
household per year, and dedicate those funds for street resurfacing. This
option would save MSA funds for other projects and would provide the flexibility
needed to react to street resurfacing on an “as needed” basis.
x
Transportation utility funds. Fees could be collected to operate a transportation
or street utility similar to the water, sanitary, or drainage utilities. State law does
not now allow the formation of location transportation utilities.
Council Member Susag requested a map showing the MSA designated streets in
Richfield.
