In attendance: Aric Bieganek (Chair), Stephanie Eaton (Secretary), Ann Bieganek, John Blackshear,
Lucas Smith, Janie Mork, Crystina Clauson, Jill Murphy (City Liaison), Sharon Christiansen (City
Council Liaison)
Administrative Duties
• Call to Order at 7:03 PM
• Approval of Agenda: Stephanie E motioned, Crystina seconded, all in favor
• Approval of Minutes: Ann motioned, Janie seconded, all in favor
• Budget Update: $650.41 remaining
o Crystina made a motion to spend all remaining budget after the above purchases to
use toward purchasing mic stands for the bandshell. Janie seconded, all in favor.
• RAC Officer Positions Available for 2026:
o Chair, Vice Chair, and Secretary. Think about if you’re interested and we will vote at
the February 2026 meeting.
o A new youth commissioner will join us at our February 2026 meeting
• Branding & Placemaking Advisory Committee update:
o Advisory committee has given feedback to the consultant, and then the consultant
presented ideas to city council.
2025 Previous Activities
• Recap: City Council Presentation
o Handed out Coloring Contest trophies and awards to 3 winners, who were all there
in person. Aric gave the presentation, and it was well received!
• Recap: Great Pumpkin Giveaway
o Went really well! We had 4 picnic tables full the whole time of people coloring our
coloring sheets. The setup was really nice this year. We have coloring sheets left
that can be used in future years. We had a total of 124 coloring contest entries.
• Recap: Sheridan Hills Family Craft Night
o Very busy, well-attended, and well-organized. There were a variety of different crafts
the kids were making, set up at different tables.
2026 Future Activities
• Art in our Schools: Richfield Dual Language School
o Friendship Dance - February 6 from 6-8 PM
o Project: Glow masks with googly eyes, glow stickers, and stick-on jewels.
o Aric motioned to spend up to $100 on supplies. Crystina seconded, all in favor.
• Art in our Community: Pride Roundabout maintenance
o May 2026 - Yellow and Orange
• Stephanie E motioned to spend up to $300 to purchase 1 can of each yellow
and orange paint, Aric seconded. All in favor.
Ongoing Activities
• Little Free Library
o Currently is full. There are a couple solar panels on the little library but no light, so
will look into what it would take to get a light working.
o Aric reached out to Trophy Mike about making a RAC Plaque to put on the little
library. Stephanie E motion to spend up to $150 Ann second, all in favor.
o Book Drive - boxes were put out at the hockey arena and community center
• Art Displays
o Jill is in communication with new artists about displaying their work. Looking for
more artists, so refer anybody you know!
• Utility boxes
o No update on the utility box that was going to be wrapped. Photo contest will go out
in the winter program guide, to go out beginning of December.
2025 Year in Review
• Refiections on this year’s activities
o We’ve appreciated having more focused activities, and people have been really
involved.
• Ideas for next year’s activities
o Would love to get together as a commission to do a project.
o Expand Arts in our Community to include adults more. Perhaps partnering with 55+
buildings.
o Crystina is willing to put in time and energy for the public artists directory.
o Would like to do a larger project at PennFest.
CSC and Staff Updates
• LomaBonita’s murals are complete and look great!
• Winter program guide is in progress.
• Winter markets are coming up beginning 11/22 at the Community Center.
