1. Call to Order & Attendance 6:40 after determining a quorum was present by Glubka
2. Approval of Agenda Motion to approve 1st / 2nd Olson / Goodemote

1. Augsburg Park had a successful opening is very much enjoyed by the
community
2. Art Committee will be painting the 68th round about on Sept 26th
3. Woodlawn Terrace is forming a cooperative where the residents will
be owner. The City is working with them to install water etc. hook up.
This will help support low-income housing availability.

Legal Aid Clinic Schedule for discussion in October
Proclamations:
Proclamation for National Hispanic Heritage Month will be presented to
the City Council on Sept 14 at approximately 7 PM

Proclamation for Indigenous Peoples’ Day reviewed and modified.
Motion to send proclamation to City Council (see below) 1st / 2nd

Pen Fest: Tyler Working to coordinate “Just Deeds” work with Julie Urban - Housing
Would like to share booth.
Ideas include having map with different color pins to identify those with a
covenant or those who have had it removed.
Tyler will send Katie’s ideas to Urban
To be held on Sept 19th from 1-5
once we identify location and need- a sign-up sheet will be sent

DEI administrator
Seeks to identify role with Commission
Her role:
1. Identify who is Richfield
2. Helping immerse city government / services with the community
3. Identify cultural corridors
4. Facilitate community involvement
5. Develop cultural calendar
6. Training for leadership and help leadership build relationships not just
“how are you doing” with the Black, Indigenous, People of Color
(BIPOC)
What Commission can do?
1. Self-education
2. Go to stores – get to know community including disability community
Commission request to Blanca
1. Be thought leader
2. Permanent scheduled report to Commission like other liaisons.
3. Provide ongoing learning to Commission
4. Critique work of Commission and thought processes
Actions:
A. Motion to have special October learning sessions with Blanca made
1st/2nd Ostendorf/ Bighley
B. Members to send to Glubka by Sept 17th what they would like covered
in special session who will forward to Martinez Gavina
C. Glubka to contact Flake and Burk about special session and to have
them send their thoughts
D. Martinez Gavina to identify day and time for special sessions
Proclamation Calendar Will finalize the proclamation calendar for 2022 at November meeting
once the city calendar is completed.
Next meeting: Tuesday, October 5th at 6:30pm at the Richfield Government Center

Proclamation of the City of Richfield
WHEREAS, the land now known as the State of Minnesota has been home to Indigenous Peoples since
time immemorial, and without whom, the building of this state would not have been possible; and
WHEREAS, Indigenous Peoples have made essential contributions to the landscape of Minnesota,
including traditional knowledge, experience, labor, technology, science, philosophy, industry, and arts;
and
WHEREAS, Indigenous Peoples have long served as protectors and stewards of the natural environment
for the benefit of all; and
WHEREAS, the City of Richfield strives to eliminate systemic racism toward Indigenous Peoples, and
seeks to promote practices and policies that honor the state's indigenous roots, history and
contributions; and
WHEREAS, the City of Richfield recognizes students enrolled in the Richfield Public Schools who identify
as American Indian; and
WHEREAS, Indigenous Peoples Day serves as an important time to reflect on the experiences of
Indigenous Peoples, to ensure greater access and opportunity; and
WHEREAS, the City of Richfield joins a growing number of government entities across the country that
have recognized the second Monday of October as Indigenous Peoples Day, in lieu of Columbus Day, in
order to promote appreciation, tolerance, reconciliation, understanding, friendship, and continued
partnerships among all of its people; and
WHEREAS, the Richfield Human Rights Commission supported this proclamation at its September 7,
2021, meeting and recommended the Richfield City Council do the same; and
Now, THEREFORE, I, Maria Regan Gonzalez, mayor of Richfield, on behalf of the Richfield City Council,
do hereby proclaim the second Monday in October Indigenous Peoples Day in the City of Richfield.
