October 2021 HRC MeetingRichfield Human Rights Commission Oct 5, 2021 Meeting Minutes 1 Members Present: Mara Glubka, Kris Anderson, Tyler Olson, Tasha Ostendorf, Tiffany Bighley, Anne Flake, Walter Burk Chief Deputy Mike Flaherty: Public Safety Liaison, Blanca Martinez Gavina: DEI administrator, Mary Supple: City Council Guest: Valory Belton 1. Call to Order & Attendance 6:40 after determining a quorum was present by Glubka 2. Approval of Agenda Motion to approve 1st / 2nd Bighley/Burk 3. Approval of Minutes Motion to approve 1st / 2nd Olson / Ostendorf 4. Open Public Comment Anyone who is not on the agenda who would like to address the Commission on items not on the agenda. Introduction of Valory Belton who is new to Richfield but has been active in Bloomington and is her to observe 5. Reports Chair: Mara Glubka 1) Thought Penn fest was successful and it worked well to partner with city. Continue to look for other opportunities for partnerships 2) Proclamations. a) HRC has missed several Council meetings when presentations have been expected. b) How are they kept. Currently no designated area. Option could be keeping at the Historical Society, Display in City Hall for a time, etc. Action: Anderson to check with historical society Martinez Gavina: to check on storage and display at City Hall Vice Chair: Katie Goodemote No report Secretary: Kris Anderson No Report School Board: Allegra Smisek No report City Council: Mary Supple 67th and Lyndale art project celebrating LBGQT+ well received Public Safety Liaison: Chief Deputy Mike Flaherty No report 6. New Business Annual Commission Presentation to City Council: Glubka Glubka will work on report and present at November meeting. She will work with Susie in identifying time Blanca’s role: Martinez Gavina a. Provide guidance to “right path” for HRC b. Equity work (direction) c. Looking at inclusiveness and diversity d. Train the trainer e. Provide information on Census at Nov HRC meeting f. Developing a comprehensive HRC plan with Commission Richfield Human Rights Commission Oct 5, 2021 Meeting Minutes 2 Community Listening Session: Glubka Ideas identified a. Have HRC meetings at other locations with1/4 meeting used for listening to community b. Identify community leaders c. Set time aside for being in community d. Look at barriers to involvement in Commission e. Recruit / gather input from Augsburg community center, High school, parents Nov Meeting: Glubka Action: HRC meeting will be held on Nov 4th due to election day being time of regular meeting A. Unfinished Business 2021 Work Plan October Update RHRC DRAFT 2021 Work Plan.docx - Google Docs Indigenous Peoples’ Day Postponed till 2022. Multiple learnings in trying to develop plan quickly & uncertainty regarding covid. Action: Anderson to help identify learnings and present for feedback at a later meeting Disabilities Identification: Flake No consensus from community in how to proceed. Look at rebranding/remarketing Vitals. Action: Hold for now Legal Aid Clinic: Burk Vision: a. City wide b. Ongoing event c. Resources needed: location, chairs, table d. Sponsored by HRC Action: 1. Need to connect with city attorney - Martinez Gavina to help connect Burk and attorney 2. Update in November Racial Covenants and Structural Racism in Richfield: Olson Just Deeds at Penn Fest successful due to partners having expertise in the area. Action: Look at future partnering to support and strengthen initiatives Next meeting: Thursday November 4th at 6:30pm at the Richfield Government Center – Ostendorf will take notes in Anderson absence Motion for adjournment 1st /2nd Olson/Flake Meeting adjourned at 7:55PM
