1. Call to Order & Attendance 6:40 after determining a quorum was present by Glubka
2. Approval of Agenda Motion to approve 1st / 2nd Goodemote/Bighley – passed unanimously
3. Approval of Minutes Motion to approve 1st / 2nd Olson / Ostendorf – passed unanimously
4. Open Public Comment Anyone who is not on the agenda who would like to address the
Commission on items not on the agenda.

• Will be leaving this month for a director position with the Minnesota
Citizens League
• Encourage Commission to look at what is working and what is not
6. New Business
Legal Aid
Walter Burk
1) Law Firms
a) 6-7 have been contacted and at least 5 have shown interest.
b) Areas of practice include family, immigrations, consumer etc.
c) Will need waiver that indicates that clinic is for advice and not
representation
2) Next steps
a) Develop intake sheet to collect
i) demographic information,
ii) identify area of law client needs and
iii) to document only advice and resources are being provided to
community member
iv) Law form will be keeper for form (City will not have any client
information)
b) Location and date
i) Looking at last week of April to early June
ii) Kris will reach out to community center to see if it matches
need etc.

Proclamations storage
Kris Anderson
Look at displaying Proclamation for a month in City Hall
Action:
1) Find location in City Hall: Martinez Gavina/Flahrety
2) Ask Historical Society for ability to display proclamations for a year and
then to store in file: Anderson
City Census
Blanca Martinez Gavina
1) A very interesting presentation on Census data with the slide set to be
distributed.
2) Richfield gained 1,766 and population identified at 36,994 but it is felt
that is an under representation.
3) 41% BIPOC and 13.6% have a disability
4) Future shows a reverse of population in 2030 with volume of 65 yr. old
and older to be replaced with current 0-4 yr. old.
HRC By-laws Revision 1) Motion to approve 1st / 2nd Thompson/Anderson – passed
unanimously with Burk not present for vote
2) In effect as of Dec 7th.
