1. Has been a management analyst with Richfield for 2 years and will
continue to support this role until a new person is hired
2. Equity has been her moral compass.

will contact and arrange time to meet with her.
Jesperson recommend the proclamation to be read for Indigenous

take place at 7 PM on Aug 10th Council Meeting

Proclamation of the City of Richfield
WHEREAS, Hispanic Heritage Month, from September 15 through October 15, pays tribute to Hispanic
and Latino Americans, the largest ethnic minority group in the United States of America, for their
contributions to the United States of America and to celebrate the culture and history of these groups;
and
WHEREAS, Hispanic Heritage Month begins each year on September 15, the anniversary of
independence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and
Nicaragua. Mexico celebrates its independence on September 16, and Chile celebrates its independence
on September 18; and
WHEREAS, nearly 18% of the population in Richfield is of Hispanic or Latino origin, according to 2019
estimates by the U.S. Census Bureau;
WHEREAS, Hispanic and Latino Americans have sought for and struggled to make the United States of
America their home while enduring discrimination and oppression from those who attempt to quash
their dreams for better lives for themselves and their families; and
WHEREAS, Hispanic and Latino Americans have brought with them their determination, hard work, and
talents, which have enriched the lives of all peoples of the United States of America, and
WHEREAS, the Richfield Human Rights Commission supported this proclamation at its August XXX,
2021, meeting and recommended the Richfield City Council do the same; and
Now, THEREFORE, I, Maria Regan Gonzalez, mayor of Richfield, on behalf of the Richfield City Council,
do hereby proclaim September 15 to October 15 as Hispanic Heritage Month in the City of Richfield
and call on the people of Richfield to observe this month with appropriate programs, activities, and
ceremonies, and continue to honor the contributions of Hispanic and Latino Americans throughout
the year.
