Call to Order & Attendance 6:41 after determining a quorum was present by Glubka 2. Approval of Agenda Motion to approve 1st / 2nd Burk / Goodemote 3. Has been a management analyst with Richfield for 2 years and will continue to support this role until a new person is hired 2. Equity has been her moral compass. 3. Plan to a. Engage the community – looking at cultural corridors b. Provide training for chairs c. Engage in the processes of the city d. Look at marketing types to reach the community 6. Receiving lots of input from the community. Concerns regarding who will have the information and how it will be shared and used. 2. Currently have “Vitals” available to community (see links: a. May be underused or people are unaware Recommendation: Work with public safety and look are rebranding and reintroducing Indigenous People Day Celebration: Kris Sarah Jesperson, School Outreach will be available after August 15th. Kris will contact and arrange time to meet with her. Jesperson recommend the proclamation to be read for Indigenous Peoples’ Day Outstanding Citizen of year Due to Covid the reception needs to be canceled. Award ceremony will take place at 7 PM on Aug 10th Council Meeting Conversion Therapy Glubka and Martinez Gavina Looking at other cities and issues raised (Bloomington, Duluth, Golden Valley) 1. Data privacy for youth and vulnerable adults 2. Who would sit on reviewing board? 3. What type of proof would be needed? 4. Where would data be stored. 5. How to implement 6. Potential lawsuits 7. How is it enforced 8. How is conversion defined. Current statues prevent miscoding More to come after meetings with OutFront etc. By-laws To be reviewed in November and voted on in December Penn Fest To be held on Sept 19th from 1-5 PM Mara has tent, chairs, etc. Signup sheets with be at next meeting Coordinate the “Just Deeds” work with city Next meeting: Tuesday, September 7th at 6:30pm at the Richfield Government Center Motion for adjournment 1st /2nd Thompson/Flake Meeting adjourned at 7:50 PM Richfield Human Rights Commission August 5, 2021 Meeting Minutes 3 Proclamation of the City of Richfield WHEREAS, Hispanic Heritage Month, from September 15 through October 15, pays tribute to Hispanic and Latino Americans, the largest ethnic minority group in the United States of America, for their contributions to the United States of America and to celebrate the culture and history of these groups; and WHEREAS, Hispanic Heritage Month begins each year on September 15, the anniversary of independence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Mexico celebrates its independence on September 16, and Chile celebrates its independence on September 18; and WHEREAS, nearly 18% of the population in Richfield is of Hispanic or Latino origin, according to 2019 estimates by the U.S. Census Bureau; WHEREAS, Hispanic and Latino Americans have sought for and struggled to make the United States of America their home while enduring discrimination and oppression from those who attempt to quash their dreams for better lives for themselves and their families; and WHEREAS, Hispanic and Latino Americans have brought with them their determination, hard work, and talents, which have enriched the lives of all peoples of the United States of America, and WHEREAS, the Richfield Human Rights Commission supported this proclamation at its August XXX, 2021, meeting and recommended the Richfield City Council do the same; and Now, THEREFORE, I, Maria Regan Gonzalez, mayor of Richfield, on behalf of the Richfield City Council, do hereby proclaim September 15 to October 15 as Hispanic Heritage Month in the City of Richfield and call on the people of Richfield to observe this month with appropriate programs, activities, and ceremonies, and continue to honor the contributions of Hispanic and Latino Americans throughout the year.
