1. Call to Order & Attendance 6:32 by Glubka
2. Approval of Agenda Motion: 1st /2nd Anderson/Goodemote
3. Approval of Minutes Motion: 1st /2nd Thompson / Ostendorf
4. Open Public Comment Anyone who is not on the agenda who would like to address the Commission
on items not on the agenda.

5. Reports
Chair’s report 1. Need to get access to all member: Secretary to send
access.
2. Placing agenda items notify Mara 1 week prior
3. Asked the question:
a. What is important to this commission and each
member?
b. What is appropriate for this committee?
Vice Chair’s report Has supplies for HRC including T-Shirts
Secretary's report None
School Board Not available
City Council Bill Green is new equity etc.
Encourage training
Public Safety Liaison report Encourage training and welcomed new members
6. New Business
a. Introduction of the new Equity
and Inclusion Administrator,
William Green
Bill Green Introduce himself: Diversity and Equity involved in
leadership opportunities- DEI training.
Tiffany, a consultant to Richfield will be providing the training
on for all commissioner
Potential topics for work plan to be discussed at April meeting
b. Potential Legal clinic: Burk Opportunity to go single location for free legal advice and
direct to resources.
Multiple sources within community for legal support for
individual
Motion: 1st /2nd to Add to work plan Burk/Bighley
c. Immunization: Olson Richfield, Edina, Bloomington Public health. Just opened up 2
more vaccination set: Creekside in blooming and MOA and
working on essential workers, teacher is getting up in running.
Bloomington public health taking lead.
Anne will get more information regarding vaccination efforts
for Richfield
d. Disability identification initiative:
Flake / Bighley
Parent concerned regarding police interaction with children
with special needs when identified via stickers.
e. Voter access initiative: Olson Ensure easy access to voting within Richfield. Will work on
getting more information
f. Ranked choice voting, Potentially connect with Bob Mulcahy,

Discuss the purpose and direction of the commission for the rest of 2021 including description of past
work plan
a. Racial Covenants and Structural
Racism in Richfield: Olson
Kris to get contact information to Tyler
b. Conversion therapy: Glubka/
Ostendorf
Bloomington initiative in process and will work on preparing
presentation. Anderson encourages presentation to HRC for
their support before taking to City Council
c. Indigenous Peoples’ Day:
Kris/Katie
Anderson to identify what was budgeted for event from HRC
“A $2000 grant was secured from the Richfield foundation to
hold an Indigenous Peoples Day celebration in October 2020.”

d. Partnerships in the community:

Anderson recommended to work closely with Green on identify
partners for the HRC. Anderson to send out previous
identification document
e. Richfield Disability Advocacy
Partnership (RDAP)
Housing policy: RDAP: Inclusion, disability, accessible,
affordable housing how much to include with discussion at
the council . Where is the process: Gathering input from
community and are drafting a policy . Better to give feedback
individually. Add to future agenda
