1. Meeting called to order by Chair Eastlund at 6:36pm.
2. Motion to approve Agenda: Glubka/seconded Thompson; motion carried.
3. Motion to approve Minutes: Thompson/seconded Glubka, motion carried.
4. Open Public comment: None
5. Reports:
a. Chair’s report: none
b. Vice Chair’s report: none
c. Secretary’s report: none
d. School Board Liaison report: Smisek provided the draft Richfield Schools Equity
Policy and discussion was held. Smisek will communicate HRC feedback to the
district.
e. City Council Liaison report: Supple shared Módulo de Información Recursos y
Apoyo (MIRA) report. The report shows that Latinx residents of Richfield see
significant barriers to accessing City services. The City will be undertaking an
effort to remedy these issues. The report may inform the HRC’s 2021 work plan
(to assist the City in its efforts) and Supple will take that message to the City.
f. Public Safety Liaison report: none
6. New Business
a. 2021 Work Plan: Eastlund suggested having a draft work plan ready at the end of
the December meeting to present to the new HRC in January.
Suggested possibilities for 2021 work plan:
i. Outstanding Citizen Award Process/Criteria Review
ii. Bylaws Review
iii. DEI Work Plan
iv. Proclamations
v. Penn Fest
vi. MIRA report response
vii. Banning conversion therapy in Richfield
viii. Indigenous Peoples Day celebration
ix. Structural Racism in Richfield project
x. Activity around 2020 census data when it becomes available
b. RHRC Annual Report: Eastlund provided the draft annual report and asked for
feedback by Nov. 15. The report will be presented to the City Council in
December.
7. Unfinished Business
a. Partnerships: Tabled until the December meeting.
b. Census: census data collection ended on Oct. 15. Minnesota had the highest
response rate in the U.S.
8. Announcements/Open Forum: none
9. Next meeting: Tuesday, December 1, 2020 at 6:30pm (via WebEx)
10. Motion for adjournment: Thompson/Glubka seconded, motion carried. Meeting
adjourned at 7:19pm.
