The meeting was called to order by Commission President Stratton at 8:02 a.m.
II. APPROVAL OF MINUTES OF THE CIVIL SERVICE COMMISSION MEETING OF FEBRUARY 01, 2021.
M/Stratton, S/ Bruzek to approve the minutes. Motion carried 2-0.
III. CERTIFY THE ASSISTANT FIRE CHIEF ELIGIBILITY ROSTER
M/Stratton, S/ Bruzek to certify the Assistant Fire Chief Eligibility Roster.
Motion carried 2-0.
Chief Dobesh provided a description of the extensive interview process. President Stratton read the preamble and roster names:
The examination of candidates to establish the Assistant Fire Chief Eligible Register has been completed. Six candidates applied, who met the applicable criteria and thus the candidates participated in the examination process. The process took place March 04, 2021 and consisted of a review of the candidate’s applications including background and experience, a panel interview and fire ground command simulation. The results were tabulated and then reviewed by the Human Resources department for accuracy.
This list consists of the candidates in rank order. This eligible roster will be effective until date of hire, unless extended or canceled by the Civil Service Commission.

IV.RECLASSIFICATION OF BATTALION CHIEF POSITION
Chief Dobesh spoke of the necessary job duties for a Battalion Chief (BC) and the departmenthas found them to be more than anticipated.
President Stratton stated this is an extraordinary situation and would like more information and possible procedures.
Vice President Bruzek asked if the Battalion and Assistant Chief perform the same duties and how the work is being divided.
Chief Dobesh stated there would be an Assistant Chief (AC) of risk reduction and an Assistant Chief of training and operations. He spoke of the challenges arising from the BC picking up extra administrative duties outside of every day obligations. He also stated the job descriptions are done for two AC positions and new language to add the BC to the leadership team.
President Stratton specified she would like to see the job descriptions to get a better idea of the division of work.
Chief Dobesh spoke of the BC is currently classified as M2 and AC is M3 so it would include a pay bump with reclassification. He explained it would not affect the budget as he is not at the pay level of the previous Fire Chief and the new AC positions will also be on the lower end of their pay
band.
Vice President Bruzek asked for clarification that the department would like to create a new AC position, which will be assigned to the current BC, as well as hire a new AC which is what the list is for.
Chief Dobesh confirmed intentions.
Vice President Bruzek asked if changing titles will affect future promotions.
Chief Dobesh stated the rank of AC is slightly higher than BC. The title of AC is more
appropriate and recognized throughout the fire industry so it will not have any negative effects on future promotions.

V.OTHER BUSINESS
President Stratton expressed her appreciation for the department and all they do for the city.
