I. CALL TO ORDER
The meeting was called to order by Commission President Stratton at 8:01 a.m.
II. APPROVAL OF MINUTES OF THE CIVIL SERVICE COMMISSION MEETING OF AUGUST
12, 2019.
M/Stratton, S/ Eder to approve the minutes.
Motion carried 3-0.
III. APPROVAL OF THE FIREFIGHTER ELIGIBILTY ROSTER
Fire Chief Kewitsch gave an overview of the current eligibility roster and the testing that was
required.
M/Eder, S/Bruzek to approve the firefighter eligibility roster.
Motion carried 3-0.
IV. APPROVAL OF THE FIRE LIEUTENANT PROMOTIONAL PROCESS
Fire Chief Kewitsch listed the changes in the promotional process. He also walked through the
lieutenant promotional process in its entirety.
President Stratton asked if all the prospects would have the same topics for their
presentations to which Fire Chief Kewitsch stated that they are all the same.
Secretary Bruzek inquired if there will be a scoring matrix for each step in the process.
Fire Chief Kewitsch said each step will be scored but that the scoring technique will not be
released before the testing begins.
President Stratton stated that everyone applying will have been on the department since at
least 2016.
Fire Chief Kewitsch relayed that they will be opening up the applications soon and they will be
available until the Sunday before Thanksgiving. Testing for Lieutenant will take place either
the week of December 2nd or 9th.
President Stratton encouraged everyone in the room that was eligible to apply and wished
everyone luck in the process.
Fire Chief Kewitsch conveyed that they will get the next Civil Service Commission meeting set
up as soon as they are able after the promotion process.
M/Stratton, S/Eder to approve the fire lieutenant promotional process.
Motion carried 3-0.
V. OTHER BUSINESS
President Stratton asked about the changes of the Civil Service Commission rules and Fire
Chief Kewitsch stated that they have been updated and posted.
Vice President Eder discussed that she will be relocating to Florida and will be stepping down
from her position as of November 8th, 2019.
Deputy City Clerk Sinning spoke to what will happen with the commission in the meantime and
replacing Vice President Eder. Fire Chief Kewitsch stated that the commission has operated
with only two board members in the past. Deputy City Clerk Sinning also listed the steps that
will occur in the recruitment process for a new commission member and serving time.

VI. ADJOURNMENT
The Civil Service Commission Meeting was adjourned by unanimous consent at 8:18 a.m.
