The meeting was called to order by Mayor Kirsch at p.m.

Nancy Rowley, School Board Chair, reviewed the elements of the South Hennepin
Family Services collaborative implementation phase including the formation of working
groups to implement the Family Support Network, the establishment of local resource
centers, the formation of local community councils, governance, and funding cycle.

Nancy Rowley discussed advantages of the process by which the community
defines its needs rather than the county defining them to the community.
City Manager Prosser discussed the issue of the balance of interest issues raised
by the City Council and School Board.
Camillo DeSantis suggested that the Richfield Human Services Planning Council
function as a City commission with the same ongoing responsibilities. He recommended
that the name be changed to the Human Services Commission.
Council Member Susag questioned one of the stated purposes of the community
council being to “engage in legislative activity.”
Mr. DeSantis stated that much of what they do is involved in legislative issues and
he envisioned the community councils assisting communities in advocating legislation.
Council Member Susag stated concern that legislative initiatives should be directed
by the elected City Council and School Board who communicate to the legislators on
behalf of the constituents they were elected to represent.

Mr. stressed that the City’s Comprehensive Plan is a road map or guide
for what could happen in the future, not a redevelopment plan. He stated that the

Nancy Rowley suggested that the School Board and City Council meet together
twice a year. She suggested the next joint meeting be held in the new school district
board room this fall.
