03-25-96 Special Special Joint City Council/Richfield School Board Meeting The meeting was called to order by Mayor Kirsch at p.m. Members Present:Martin Kirsch, Mayor; Michael Sandahl; Susan Rosenberg; Russ Susag; and Don Priebe. James Prosser, City Manager; Steven Administrative Services Director; Thomas Ferber, City Clerk; Mike Eastling, City Engineer; Bruce Palmborg, Community Development Director; and Dennis Johnson, Human Services Planner/Coordinator. School Board Members:Nancy Rowley, Chair; Bob Lindgren; David Lamberger, Rorie, Steven Gamble, and Terry Freeman. School District Barbara Devlin, Dennis Laingen, Jerry Kjorlien, Bruce Abrahamson, Dick Walker, Lynda Gault, and Judy Miller. Nancy Rowley discussed advantages of the process by which the community defines its needs rather than the county defining them to the community. City Manager Prosser discussed the issue of the balance of interest issues raised by the City Council and School Board. Camillo DeSantis suggested that the Richfield Human Services Planning Council function as a City commission with the same ongoing responsibilities. He recommended that the name be changed to the Human Services Commission. Council Member Susag questioned one of the stated purposes of the community council being to “engage in legislative activity.” Mr. DeSantis stated that much of what they do is involved in legislative issues and he envisioned the community councils assisting communities in advocating legislation. Council Member Susag stated concern that legislative initiatives should be directed by the elected City Council and School Board who communicate to the legislators on behalf of the constituents they were elected to represent. Camillo discussed the activities of the Diversity Connection. Dennis Johnson distributed copies of the South Hennepin Family Services Joint Council/School Board Meeting Minutes Nancy Rowley suggested that the School Board and City Council meet together twice a year.
