SPECIAL MEETING WITH METROPOLITAN AIRPORTS COMMISSION’S Item FINNEY, EXECUTIVE DIRECTOR-PLANNING & ENVIRONMENT, AND STATE ADVISORY COUNCIL ON METROPOLITAN AIRPORT PLANNING MEMBER SUE SANDAHL, TO DISCUSS DUAL TRACK AIRPORT PLANNING PROCESS. C.L. NO. 1 City Manager Prosser reviewed Council Letter No. 1 regarding discussion of the Dual Track Airport Planning Process Draft Environmental Impact Statement (D.E.I.S.). Nigel Finney, Metropolitan Airports Commission Deputy Executive Director Planning Environment, reviewed and answered questions regarding the Dual Track Airport Planning Process and the Dual Track Airport Planning Process Draft Environmental Impact Statement including the following: Summary of the Dual Track Airport Planning Process as created by the Minnesota Legislature in 1989. and possible related legislation. The recent proposal of Northwest Airlines regarding upgrading the existing airport. Therole of the Metropolitan Airports Commission and Metropolitan Council in making a recommendation to the legislature. Alternatives considered to meet future airport needs. Environmental evaluation process. Site selection criteria for a new airport. Issues and concerns related to expansion of the existing airport and construction of a new airport. Operations capacity and delay time factors. A new north/south runway would carry 36% of operations due to weather and airport configuration. An extended Runway 4-22 would only be used for flights needing a 10,000 foot long runway. Increased noise impacts to east Richfield would result from a new north/south runway. òÛÎÇÛÊÃ  Planning (SACMAP), gave a report and answered questions regarding the visits to Denver International Airport, Atlanta-Ha&field International, and Phoenix Sky Harbor on fact finding missions regarding new airports and airport expansion. She discussed the importance of Stage aircraft in noise reduction indicating that Denver’s experience shows that a new airport only shifts noise to a different place.
