James Prosser, City Manager; Steven Devich, Administrative STAFF PRESENT: Services Director; Thomas Ferber, City Clerk; Donald Fondrick, Community Services Director; Bruce Palmborg, Acting Community Development Director; Jack Erskine, Public Safety Director; William Fillmore, Liquor Operations Director; and Bridget Walstrom, Finance Manager. The meeting was called to order by Mayor Kirsch at 7:00 p.m. PUBLIC HEARING ON CITY OF RICHFIELD 1995 REVISED11996 Item PROPOSED BUDGET AND 1996 PROPOSED PROPERTY TAX LEVY. C.L. NO. 316 City Manager Prosser reviewed Council Letter No. 316 regarding the Taxation and budget review process. Administrative Services Director Devich reviewed the following issues: Truth-in-Taxation/budget review/levy adoption calendar of events and dates Major initiatives of the 1996 Proposed Budget: Continue Street Maintenance Program Levy Increase to at or below Inflation Review Water and Sanitary Sewer Funds Provide Current Level of Services Distribution of 1996 General Fund Expenditures: Public Safety Community Services Administrative Services Legal/Executive Community Development 2% Number of Full Time Employees 1990-I 996 Expenditure Profile General Fund Expenditures in Constant Dollars 1996 General Fund Revenues Local Government Aid (LGA) Analysis Proposed 1996 Tax Levy Increase of 2.46% over the 1995 levy ¦ 1996 total levy is ¦ Tax Levy History December 6. Council Member Priebe explained the impact of tax increment financing on the tax base. He stated that the largest portion of property taxes goes to the school district and Hennepin County with just under 19% going to the City. Tony Magnani, 6927 Blaisdell Avenue, stated concerns about the assessed market value of his property increasing and the amount of his property taxes. Council Member Priebe discussed the impact of the New Ford Town buyout on the demand for homes in Richfield. He stated that once the buyout has been completed there will be some cost savings due to the related reduction of City services in the area. Larry Wozniczka, 6744 Wentworth Avenue, asked questions about the HRA Budget resolutions related to the action of the HRA not to support the “Together We Can” proposed program. Council Member Susag stated he had reviewed that issue and the relationship to the resolutions. He stated that it did not require a change to the resolutions and would review the information with Mr. Wozniczka. to close the City of Richfield Truth In Taxation Public Hearinq on the 1995 Revised/l996 Proposed Budget and Proposed 1996 Property Tax Levy. Mayor Kirsch stated the City Council would consider approval of the 1995 Revised/l 996 Proposed Budget and 1996 Proposed Tax Levy at the December 11, 1995 CityCouncil Meeting. The City Council acknowledged and thanked the citizens for their input, interest, and attendance at this public hearing.
