The meeting was called to order by Mayor Kirsch at p.m. Item REVIEW OF RICHFIELD 1996 LEGISLATIVE INITIATIVES AND POLICIES PACKAGE. C.L. NO. 315 City Manager Prosser reviewed Council Letter No. 315 regarding the City of Richfield’s 1996 legislative initiatives and policies package. City Manager Prosser presented legislative initiatives and policies in the following categories: Challenge 1 Resources of Vitality Challenge 2 Resources for Redevelopment Challenge 3 Resources for Rental Housing Challenge 4 Resources for Single Family Housing Challenge 5 New Resources for Vitality Challenge 6 Resources for Transportation Challenge 7 Community Environmental Protection Challenge 8 Community Governance Challenge 9 Community Affordability Discussion focused on the following major issues: Local Government Aid (LGA) ¦ Report ¦ Job and wage goals related to tax increment redevelopment “This Old Apartment” property tax adjustment concept ¦ “This Old House” modifications and amendment ¦ Livable Communities Act Airport Community Protection Concepts Roadway financing Maintenance garage facilities/site facility Joint Police and Fire training Early retirement incentives Absentee voting Pension Fire consolidation Cable television regulation Human Services Collaboration City Manager Prosser indicated that the priority issues particularly unique to Richfield were the airport community protection concepts, “This Old Apartment” concept, “This Old House” modifications and amendment, fire pension consolidation, and the joint Police and Fire training facility.
