City Manager Prosser reviewed Council Letter No. 315 regarding the City of
Richfield’s 1996 legislative initiatives and policies package. City Manager Prosser
presented legislative initiatives and policies in the following categories:

Challenge 3 Resources for Rental Housing
Challenge 4 Resources for Single Family Housing
Challenge 5 New Resources for Vitality
Challenge 6 Resources for Transportation

Challenge 9 Community Affordability
Discussion focused on the following major issues:

City Manager Prosser indicated that the priority issues particularly unique to
Richfield were the airport community protection concepts, “This Old Apartment” concept,
“This Old House” modifications and amendment, fire pension consolidation, and the joint
Police and Fire training facility.
