The meeting was called to order by Mayor Kirsch at 7:00 p.m. PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE Mayor Kirsch led the audience in the Pledge of Allegiance. ItemINTRODUCTION OF RICHFIELD SCHOOL LEADERS Dr. Barbara Devlin, ISD Superintendent of Schools, discussed the cooperative support of the City and residents for the Richfield public schools. introduced the following Richfield Schools representatives who were present: Nolan Bjorge Principal of Centennial Elementary School Jeannie Ryan Principal of Spartan Elementary School Dave Lamberger School Board Member Steve Gamble School Board Member Terry Freeman School Board Member Vickie Rorie School Board Member Council Member Susag recognized parochial school leaders of the Blessed Trinity Catholic Schools: Greg Pizzolato, Principal of the Penn Campus and Dan Wald, Associate Principal, Nicollet Campus. Jill Reilly, Principal of the Academy of Holy Angels, reviewed her experience prior to becoming principal at the Academy of Holy Angels. Mayor Kirsch introduced Delmar Werner, principal of Mt. Calvary Lutheran School, and Kris Bently, Director of Fraser School. ItemPRESENTATION OF PROCLAMATION DESIGNATING OCTOBER 1995 DOMESTIC/FAMILY VIOLENCE PREVENTION MONTH IN CITY OF RICHFIELD. Council Member Rosenberg read and presented a proclamation to Jo Romer designating October 1995 as Domestic/Family Violence Prevention Month in the City of Richfield. JoRomer, Richfield Advisory of Health, invited the public to support and join the Richfield Coalition Against Family Violence. She acknowledged the support of Richfield’s Public Safety Department in addressing this issue. The City Council meeting was recessed at p.m. in order for the to conduct a special meeting. City Manager Prosser reviewed Council Letter No. 275 regarding a proposed ordinance amendment to Section 1210.07 of the City Code to increase the number of sale non-intoxicating malt liquor licenses available in the City from 12 to 15. that this constitute the First Readinq of this ordinance amendment to Section 1210.07. and that the Public Hearino and Second of the ordinance be scheduled for the November 27, 1995 Citv Council meetinq. City Manager Prosser reviewed Council Letter No. 276 regarding the appointment of a Housing and Redevelopment Authority Commissioner. Mayor announced his appointment of Vern Luettinger as HRA Commissioner S/Susag to confirm the aopointment of Vern Luettinoer to the Housinq and Redevelopment Authoritv for a five vear term which will in October 2000. ItemCONSIDERATION OF APPOINTMENTS TO HUMAN RIGHTS COMMISSION AND FRIENDSHIP CITY COMMISSION.C.L. NO. 277 City Manager Prosser reviewed Council Letter No. 277 regarding the appointment of persons to fill vacancies on the Human Rights Commission and Friendship City Commission. Council Member Susag stated that the City Council had met at p.m. to interview four applicants. S/Rosenberg to make the followinq appointments: Term expires Name Commission Human Riahts Commission January Michael Speidel January Denise Blaylark-Brown Commission January 31, 1998 Marianne Stebbins Item AIRPORT STATUS REPORT Item77TH STREET PROJECT STATUS REPORT Community Services Director reviewed and answered questions regarding the status of the following 77th Street Construction Project issues: 77th Street east of Portland Avenue should be open to traffic on October 23. Street lights are being installed. Humboldt Avenue Storm Sewer construction starts on October 16. Staff is seeking an easement to provide for easier sidewalk plowing around the traffic signal standard in the southeast corner of 77th Street and Portland Avenue. Utility box locations and other issues related to plowing the new sidewalk are ¦ being reviewed. The speed limit will be determined after completion of the project in 1996. The ¦ 30 mph construction speed limit will remain until that time. Item 1 LEGISLATIVE REPORT Item COUNCIL DISCUSSION ITEMS Council member Susag invited the public to the Friends of Augsburg Park Library to be held at the library on Saturday, October 14 from a.m. to 2:00 p.m. He also encouraged residents to report any concerns about discrimination in the City to the Human Rights Commission which meets the first Tuesday of every month at 7:00 p.m. at City Hall. Council Member Susag commented on the quality of Commission applicants, encouraged the applicant who was not appointed to reapply in December, and invited any interested residents to also apply for appointment to commission of their interest.
