City Manager Prosser reviewed Council Letter No. 131 indicating that the public hearing and second reading of an ordinance to authorize the sale of property at 7216 First Avenue has been canceled because the project is not ready to proceed. Item CONSIDERATION OF APPLICATION FOR NEWKENNEL RESIDENTIAL City Manager Prosser reviewed Council Letter No. 132 recommending denial of the application of Karen Welch, 6220 Stevens Avenue, for a residential kennel license for four Debra Paulsen, 6226 Stevens Avenue, stated that after agreeing in mediation to keep her cats inside, Ms. Welch again began letting them outside. She stated that when she contacted Ms. Welch about this problem under the terms of the mediation agreement, Ms. Welch became abusive. Romona Johns, 6221 Stevens Avenue, reviewed her concerns about the health hazard to her children from Ms. Welch’s cats. Eugene Tedamonson, 6227 Stevens Avenue, reviewed the danger of cat feces to children. Public Safety Director Erskine stated that Ms. Welch would have to reduce the number of cats in the household to two if the residential kennel is denied. Greg Lokken, representing Bruegger’s, answered questions about the site plan, franchise operation, and indicated they planned to open in September of 1995.
