Manager Prosser reviewed Council Letter No. 132 recommending denial of the
application of Karen Welch, 6220 Stevens Avenue, for a residential kennel license for four
Debra Paulsen, 6226 Stevens Avenue, stated that after agreeing in mediation to
keep her cats inside, Ms. Welch again began letting them outside. She stated that when
she contacted Ms. Welch about this problem under the terms of the mediation agreement,
Ms. Welch became abusive.
Romona Johns, 6221 Stevens Avenue, reviewed her concerns about the health
hazard to her children from Ms. Welch’s cats.
Eugene Tedamonson, 6227 Stevens Avenue, reviewed the danger of cat feces to
children.
Public Safety Director Erskine stated that Ms. Welch would have to reduce the
number of cats in the household to two if the residential kennel is
denied. He stated that if the remaining animals cause problems in the neighborhood,
there is a provision for a formal complaint to be filed regarding the nuisance issue.

City Manager Prosser reviewed Council Letter No. 133 regarding a request for a
Conditional Use Permit to allow the development of Bruegger’s Bagel Bakery at 6600
Penn Avenue.
Greg Lokken, representing Bruegger’s, answered questions about the site plan,
franchise operation, and indicated they planned to open in September of 1995.
