02-06-95 Worksession CITY COUNCIL STUDY SESSION February Martin Kirsch, Mayor; Michael Sandahl; Don Priebe; and MEMBERS PRESENT: MEMBERS NOT Susan Rosenberg James Prosser, Manager; Steven STAFF PRESENT: Administrative Services Director; Thomas Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; Jack Erskine, Public Safety Director; Mike Eastling, City Engineer; and John Thorn, Utility Superintendent. p.m. The meeting was called to order by Mayor Kirsch at 7:00 DISCUSSION OF STATUS OF WATER PLANT RENOVATION Item #I Community Services Director reviewed Study Session Letter No. 1 regarding the status of the water plant renovation and presentation of a report entitled Update Richfield Water System. City Engineer Eastling reviewed water system characteristics related to water source and water softening. John Peterson, Orr-Schelen-Mayeron Associates, Inc., Plant Renovation Project Engineer, reviewed the following factors as attributable in causing the lingering complaints about a chlorine smell and taste: The clearer than ever water produced by the new softener allows the chlorine ¦ to be noticeable outside a very narrow band of concentrations. The Richfield water consumer has become very sophisticated. Chlorine ¦ levels which are acceptable elsewhere are not acceptable here. The chlorine feed/control system which was left in place during the softening ¦ unit replacement is not as responsive as state-of-the-art chlorine feed/control systems. Mr. Thorn then led a tour of the water plant and answered questions related to water plant operations and chlorine control. February 6, 1995 Mr. Peterson discussed the two awards recognizing Richfield’s new water softening system; the Seven Wonders of Engineering Award from the Minnesota and the Award of Engineering Excellence from the Society of Professional Consulting Engineers of Minnesota. DISCUSSION OF PROPOSED STATE STATUTE ENTITLED Item #II MINNESOTA EMERGING COMMUNICATIONS ACT OF 1995. S.S. LETTER NO. 2 Council Member Priebe reviewed and discussed Study Session Letter No. 2 of 1995. regarding the proposed Minnesota Emerging Communications Act It was the consensus of the City Council that consideration of a in support of the Minnesota Emerging Communications Act of 1995 be placed on February City Council agenda. DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS Item S.S. LETTER NO. 3 FOR AIRPORT RELATED ISSUES. City Manager Prosser reviewed Study Session Letter No. 3 regarding the following airport related issues: New Ford Town and Rich Acres Acquisition. ¦ Runway 4-22 Extension FAA Record of Decision. ¦ Metropolitan Aircraft Sound Abatement Council proposed ¦ resolution related to runway Dual Track Planning Process. ¦ MAC Commissioner Appointments. ¦ Part 150 Sound Insulation Program. ¦ Item #IVREVIEW OF DRAFT CITY OF RICHFIELD SURFACE WATER MANAGEMENT PLAN. S.S. LETTER NO. 4 Pete Willenbring, Orr-Schelen-Mayeron Associates, Inc. summarized the Richfield Surface Water Management Plan which consisted of the following sections: I. Introduction and Purpose II. Executive Summary Land and Water Resource Inventory February 6, 1995 Study Session Minutes Establishment of Goals and Policies Problems and Corrective Actions VI.
