AND ~:A.N, , DEFINING THE DUTIES OF PARENTS AND OTH.~RS IN THE CARE OF iYIINORS AND PROVIDING FOR PENALTIES FOR VIOLATION THEREOF, The Village Council of the Village of Richfield does ordain as follows: SECTION 1. It :shall be unlawful for any rriixor under the age of l7 years to loiter, os' idle in dr upon the pt~bl3.e;st~eets, ~ha.ghways, roads, alleys, parks, playgrourido oi^ other_publ~c grounds, public p~;a~es and public buildings, places of..ainusement, .entertainment or refreshznent~ vacant lots or other unsupervised p~.ades.between the hours of-lbiofclock P~~t,. and 5;00 o'clock A812t of the following clay; provided, however, that thg prov,i.sions of this section sha1:1 not apply to such minor accdmpatni.ed by his or her parent, guardian or other, adu~,t person having the.~eare and custody of the miridr, or whin the minor ~.s upoh some necessa errand by permission or.directdn of his-or her' pardnts guardian or other adult person having the care e.nd custody of the m~ntir.- SECTION ~„ It ShaZ~: be unlawful for tha parent,. guardian or other adult Iserson ha~r3.ng the ear`s anal custody of a minor under the age of 17 to permit such minor to ~.oiter or idle in or upon the public streets, highways roads, a1:Leys, parks, playgrounds, or other public grounds, public places and buildings, places of amusement, entertainment or re- freshments, vacant lots or other unsupervised places between the hours of 10:00 o~clock P.i~I. and 5;00 o'clock A.t~I. of the following day; pro vided however, that the provisions of this section shall not apply when the minor is accompanied by his or her parent, guardian or other adult person having the care and custody of the minor or when the minor is upon some necessary errand by permission or direction of his or her parent, guardian or other adult person having the care and custody of the minor. SECTION 3. It shall be unlawful for any person, firm or corporation operating or in charge of any place of amusement, entertainment, or refresh ant, or other place of business to permit any minor under the age of 17 years to loiter in such place during the hours prohibited by this ordinance; provided however, that the provisions of this ordinance shall not apply when such minor is accompanied by his or her parent, guardian or other adult person having the care and custody of the minor. This ordinance shall not be construed as permitting the presence at any time .of any person under the age of 17 years in any place where his presence is now prohibited by any existing law or ordinance. TnTThenever any person continues to loiter or idle in such places of business in violation of this ordinance after the operator has ordered such person to leave, the operator shall call the police forthwith and inform them of the violation. SECTION ~.. Each member of the police force while on duty is~ author- ized to arrest with or without warrant any person or persons violating the provisions of Se tion 1 or Section 2 of this ordinance, and any child unaccompanied by parent, guardian or other adult person having the care and custody of said minor child, to appear in Ntunicipal Court for violaT tion of this ordinance. 107 __j --~ ~{ ~ SECTION ~. Any parent, guardian or other adult person hav3.ng the -- care and custody of a minor under the age of 17 years who~shal]. violate the provisions of Section 2 hereof shall, upon conviction, be fined not more than twenty-five ~(~2~.04) dollars, and. ira.. d®fault ~exobf, shall.Ye imprisoned for not more than fifteen ~l~) days, SECTION 6. SECTION 8.
