TO ESTABLISH A POSITIONMCLASSIFTCATION PLAN,, A COT~IPENSATION PLAN,
A N~ERIT SYSTENT, AND A BASIC PERSONNEL POLIO' FOR 7~iE VILLAGE OF
RICIIH'IELD, I~lINNESOTA.
The Village Council of the Village of Richfield do ordain as follows:
SECTION 1. Section 2 of the abov®-entitled ordinance is amended to
read as follows;
«SECTION 2. POSITIONS COVx;RED BY THE ORDINANCE.
All offices and positions in the. municipal employ, now existing or
hereafter created, shall be sub3ect to the provisions of this ordinance,
except that:

SECTION 2. Section 8, subdivision A. Paragraph Two (2) of the above
entitled ordinance is amended to read as follows:
t~An Annual Schedule of ~'ay Ranges
There shall be assigned annually at budget time, to each of th®
classes of positions covered 3.n Section 7 above, one of the pay ranges
contained in the Basic Table of Numbered Pay Ranges. The total of all
classes of positions in the municipal service together with the corresponds
ing number of the pay range assigned shall comprise the Annual Schedule of
pay ranges. Assignment of•pay-rate ranges and individual pay rates shall be
considered and provided for by the Council in the budget, at which time
the Council shall take into account:
(a) [gage levels and other economic factors
(b) Cost-of-living changes
(c) Quality and length of employee service.
Every full-time, part-time or seasonal employee in the employ of the
Village on or after January 1, 1952 shall receive an increase in compensa.-
tian of one step within the pay range of the position in which he is employ-
ed for each two consecutive years of satisfactory full-time service after
December 3z, 1951, or the equivalent of seasonal or part-time service after
said date; provided that an employee who has received an increase in co~~-n-
s ation by reason of pxromotion or transfer for the good of the service or
'the employee during any such two years of service above mentioned shall receive
an increase of one step in compensation only after three years o,~ such
service. None of the increases provided by this section shall be made so
as to compensate any employes in an amount exceeding the maximum step in.
such pay range.
The budget and all its prov3.sions become effective the first day of
the ensuing fiscal year.
The Annual Schedule of Pay Ranges shall be established by Resolution
of the Council upon adoption of this ordinance .and annually thereafter,
immediately after adoption of the annual budget, and shall be filed with
the Village Clerk and shall have the same effect as though it were a part

SECTION 8. Subdivision B, of the above-entitled ordinance is amended
to read as follows:
B. Individual Pay Rates
The compensation rate for each individual employee sha~.l be establish-

or"F ", of the pay range assigned to his class. of positions, provided that
the Council may authorize the appointing authority to fill a position at
the rate provided for step "C", or any lower step:
Regular monthly .employees who work a fraction of a month.- shall be
paid that fraction off' their monthly wage that the period o~ ttrie3.r employ-
ment during such month bears to the number of calendar days in such month.
SECTION }~. Section 31 of the ~,bbve~entitled ordinance is emended to
read as follows
SECTION 31. PQLITICAL ACTI~GTTY
No employee shal.~. seek or accept election} noi'nination, or appoint-
ment as an officer of a political club or organization or take.an active
part in a municipal, counter, state, or national political campaign, except
on behalf of his own ca,adidacy; ndr shall any employee s~rve,as a member
of a committee of such elizb or organization; nor seek signatures ; to any
petition provided by any law; nor act as a worker at the polls; nor.dis-
tribute badges ~r pamphlets] dodgers or handb~.~.ls o~ any' kind favoring ur
opposing any candidate for election or for nomination to a public office,
whether national, state, county or municipal.
However, this section shall not be construed to prevent any employee
from becoming or continuing to be a member of a political club or organizes
anon, or from attendance at a political meeting, or from enjoying entire
freedom from all interference in casting his vote, or from seeking or
accepting election or appointment to public office.
Any employee who shall become a candidate for any elective public
office, except constable, sha71 automatically receive a leave of absence
without pay, and shall perform no duties connected with the position
held by him until he is no longer a candidate. However, if the needs of
the municipal service require, the vacancy created by his absence may be
filled and his services terminated,"
