ORDINANCE N0. 1.01
AN ORDINANCE CREATING AN~7 DEFTA?TNT ADia1ZNTSTTi~AATTVE DEPARTi~+NTS
AND DIVISIONS IN THE VILLAGE OF RICHFIELD
The Village Council do ordain as follows
SECTION 1. VILLAGE DEPARTT~~ENTS AND DIVISIONS. ~.
The following administrative departments and divisions are hereby
created for the administration df the affairs of tk~e .Village of Richfield.
A. FINANCE DEPARTi~~ENT. This department shall include a Clerkt s D~.vision,
a Treasurers Division and an assessors divisio~i: The depar~ment'shall
be directed by the Director of Finance, who mar, be tlis same person, as the
V~.llage Clerk. He shall be ch~.rged. with argan~:~ing, planning, ac~iinister-
ing, and coordinatin~'the financial activities 6~ ttie Village. .
A-1 Clerk- s Division. This d~~l~ision shall be stiiosxv~:sed and directed
by the Village Clerks He shall have and exercise such powers and dut~l.es
with respect to the tionduct of elections, and steeping of .public record"s,
and the accottnti~g fdr and custody and da.sbursemsrit o~ public funds as
are required of villa ge clerks by lawi He sha~:~ be the Secretaryr of the
Villa. ge Council, the Commissioner of Election Registration, anti the keep-
er of all Village records except those of a divisional or departmental
nature kept by other divisions or departments, and the custodian of the
Village Seal.
A.•2 TREASURER~5 DIVISION. This division shall be under the direct-
ion and supervision of the Village Treasurer. He shall have and exercise the
,powers and duties imposed upon village treasurers by law. He shall receive
account for, and disburse aLl. money and securities of the Village upon
proper authorization, and sha11 maintain a complete record of the funds and
financial transactions of the Village.
A-3 ASSESSORS DIVISION. This division shall be directed and super-
vised by the Village Assessor. He sha11 have the powers and duties imposed
upon assessors by law, and shall maintain re cards used for taxation and
assessment purposes.
B. LAW DEPARTiV~ENT. The law department shall be under the direction
of the Village Attorney who shall be accountable, in adm~.nistrative
matters, to the Village I+~a,nager. He shall advise and assist the Council,
Manager, and all other officers of the Villa ge on matters of Iaw, and shall
represent the Village in legal proceedings as requested and as required
by law. -- .
C. POLICE DEPARTI~NT. This department shall be under the direction
and supervision of the Chief of Police. He shall be responsible for the
preservation of public peace and order, the prevention and detection of
crime, the apprehension of offenders, the protection of persons and property,
and the enforcement of law.
D. FIRE DEPARTI`t~ENT. This department sha11 be under the direction
and supervision of the Fire Chief. He shall be responsible for the pre-
vention of fires, the protection of life and property from and during
fires, the removal of fire hazards, and the rendering of emergency ser-
vices for rich his department is equipped.
E. PUBLIC ~~dORi~S DEPARTi~I'T. This department shall include an Engineer-
ing Division, a Streets and Park Division and an Inspection Division. This
department shall be directed by the Director of Public ~~d'orks, who may be
the same personas the Village Engineer, and he shall be responsible for
organizing, planning and coordinating the work of such divisions.

E-2 STREET AND PARK DIVISIONS, This division shall be supervised
and directed by the Superintendent of Streets and parks. He shall be~ .
-~'•responsible for the maintenances repair, operation and improvement of
all Village streets, alleys, parkss parkways, and public improvements
of the Village, unless otherwise prov~,ded.
E-3 INSPECTION DIVISION. This division shall be supervised and
directed_by the Director of Public Works who shall have under his direc-
tion and supervision such inspectors as may. be necessary and author-
ized by actipn of the Council and approval of the Manager. He shall be
responsible for enforcement o~ all buildings, plumbing, heating, electri-
cal, and appliance ordinance's, codes, and laws, and such other ordinances
and lam as are applicable to building inspection, and shall issue all,
permits and perform all duties in accordance therewith.
F. HEAL'gI DEPARTP~ENT. This department shall be directed and super-
vised by the Health Officer, who shah. be a licensed physician of the
State -of Minnesota. He shalt have and exercise all authora.ty and powers,
and perform all duties imposed upon the local health officer by ordinance
o r state law He shall be an ex-officio member of the Board of Health,
and shall advise such Board on matters relating to Health.
G~ MUNICIPAL LIQU,AR STORE. This department shall be under the dire~-
t i o n and supervi::~ion of the Liquor Store Manager, and he shall be respon-
sible for the operation of the Municipal Liquor Stare of the Village.
SECTION 2. VILLAGE MANAGER '
The direc~t3.on and. supervision of-each department and division shall
be subject to the supervision and direction of the Village Manager, who
shall ~e the chief administrator of the affairs o_f the Village.
SECTION 3. DIRECTORS' OF DEPARTMENTS.
At the head of .each .department tY~ere shall be a directors who shall
be an officer of the Village and shall have supervision and control of the .
department, subject to the Village I~laxiager.
Two or more departments may be headed by the same individual, the
Flaxiager.may head one or more depsrtments, and directors. of departments
may also serve as chiefs of divisions, at the discretion of the Village
Manager. ~ .~
SECTION L~. ADDITIONAL DUTIES.- The duties and responsibilities of
divis~.onal and departmental of~i.cers hereinbefore set forth shall not be
'exclusive, but each such officer shall be responsible for the maintenance
of equipment and supplies and the keeping of records and the training of
personnel of his division or department, and for such other duties as may
be required of him by the Village IKanager, and each such offices shall formulate or

receive, and recommend to the Vi]1a.ge Manager, proposals and procddures
for the efficient administration of village affairs and the welfare of
the people.
SECTION 5. This ordinance sha11 not be construed as conflicting
with any Civil Service law or regulation.
This ordinance shall be in effect from and after its publication.
