1948-3.22 (2)!/i~n.~Aaa nr. )G.IR. d ORDINANCE N0. 3.22 AN ORDINANCE RE~LATI1~ TO AND BEIULATTI~ THE PIIRCHASE, SALE, AND POSSESSION OF REVOLVERS, PISTOLS, AND OTHER FIREARMS, AND PROHIBITING THE SALE, DELTV ERY OR TRANSFER OF PISTOLS OR REVOLVERS VJITHOt7T THE APPROVAL OF THE CHIEB' OF POLICE OF THE VILLAGE OF RICHFIELD. The Village Council of the V311age of Richfield do ordain as follows: Section i. It sha11 bs unlawful for any person to purchase, receive or accept a revolver, pistol or other like firearm within the Village of Richfield without first having obtained a written permit from the Chief of Polies of the Village of Richfield authorizing him to purchase, receive or accept such re- volver, pistol or other like firearm. Section 2. The words, "pistol" or "revolver" as used in this Ordinance, shall be construed as meaning and firearm with a barrel less than twelve inches in length. Section 3. No person, firm, or corporation shall sell, deliver, display' for sale, offer for sale, or otherwise transfer a pistol, revolver or other like firearm with the Village of Richfield to any person who is not the holder of a written permit from the Chief of Police authorizing him to purchase, re-. ceive or accept such revolver, pistol, or other like firearm; and in no case shall any person, firm, or corporation deliver a pistol or revolver, or other like firearm, to the person to whom it is sold, or to be transferred, until such sale or transfer is approved by the Chief of Police in the manner herein- after provided. Section ~F. Applications for permits to purchase, receive, and accept any revolver, pistol or other like firearm shall be made to the Chief of Police upon blanks to be provided therefor, and shall give the name of the applicant, his age, occupation, plane of residence, height, weight, completion, natioa.- ality, and such other informati on~and elements of identification and good character as the Chief of Polioe may require; and no person applying for such permit shall give false or untrue information or offer false evidence of hi s identity, ~t sha11 be the duty of the Chief of Polioe to refuse such permits to all persons having been convicted of a felony, and to minors, drug addits and such parsons as he has reasonable cause to believe are not of sound mind. If the Chief of Police shall be satisfied after investigation made, that t e appli- cant is a suitable person of sound mind and discretion and of good moral character, and that such revolver, pistol] or like firearm is to be used for a lawful purpose, he shall grant to such applicant a written permit authorizing him to purchase, receive or accept such revolver, pistol or like firearm. The Chief of Police may at any time revoke auy and a,ll such permits so issued.
