1948-10.06E ~ ~ ~~~ ~~~ ORDINANCE N0, 10.06 i .~ ~ AN ORDINANCE CREATING STORM SEWER DISTRICT N0. 3 FOR THE VILI.~GE OF RICHFIELD, HEI~SNEPIN,COUNTY, MINNESOTA The V111age Council of the Village of Richfield, Minnesota, do ordain as follows: ~~~~ ~' ~ ' Section 1 -- It is found and determined that there is immediate need for storm sewer to collect and carry off the surface water in apart of the Village of Richfield, for the preservation and protection of health, comfort and welfare of the Village and its inhabitants, and.f or the preservation of property that the-creation and establishment of the Storm Sewer District hereinafter described and .the making of improvements therein are necessary and suitable to the proper construction and operation of the Sanitary Sewer System contemplated to be made by the Village, and will eliminate storm and surface water from the proposed unitary Sewer System and save the cost of treating such waters in a treatment plant; that such improvements can and should be made under and pursuant to the authority contained in the Minnesota Statutes of 1941, Chapter 431, and eats amendatory thereof and supplemental thereto, the Council having caused suitable and adequate engineering surveys to be made, and having determined therefrom that a system. of sewers can best be commenced by the establishment of such Storm Sewer District. Section 2 -- Storm Sewer District No. 3 is hereby established and created and it shall include all land and properties in the Village of Richfield, Hennepin County, Minnesota, lying within the following described boundary lines, viz; Beginning at the center of the intersection of 74th street west and Penn Avenue south thence northwesterly to a point 150 feet north and 174 feet west of the center line of the intersection of Penn Avenue south and 74th Street west thenas north parallel to and 174 feat west of the center line of Penn Avenue south to a point 177 feet south of the center line of 73rd street west thence northwesterly to center line of the intersection of 73rd street west and Queen Avema.a south, thence west along the center of '73rd street west to the inter section of Vincent Avenue south, and. '73rd street west, thence north along the center line of Vincent Avsnus south extended, to the center line of 71~ street west, thanes east along the center line of 71~ street west to the intersection of 71~ street west and the center line of Upton Avenue south extended, thence southeasterly to a point 165 feet south and 175 fast east of the intersection o'f the intersection cf the center line of 71~ street west and the center line of Upton Avenue south extended, thence east parallel to and 165 fast south of the center line of 71~ street west to a point 630 feet west of the canter line of Penn Avenue south, thence south to the center line of 72nd street west, thsace east along the center line of 72nd street west to the intersection of 7End street west and Penn Avenue south, thence south along the center line of Penn Avenue south to the place of beginning.
