1948-3.24,, P ORDINANCE N0. 3.24 'Ztige~ f~/,~o'~ AN ORDINANCE TO LICENSE AND RExULATE DEALERS IN USED MOTOR VE3TCLES IN THE VILL.I~E OP RICHFIELD, HI~T1~T~IN COUNTY, MINNESOTA. The Village Council of the Village of Richfield do ordain as follows: SECTION 1 -- Any person, firm, part~ae~rship, or aorporaltlon engaged in the business of buying or selling or both. of second hand motor. vehicles is hereby defined as and declared to be a dealer in used motor vehicles. SECTION 2 -- No person, firm, partnership, or corporation shall engage in the business of a dealer in used motor vehicles as defined in Section 1 hereof without first having obtained a license from the Village.of Richfield, as herein provided. SECTION 3 -- Every such dealer in used motor vehicles sha11, at the time of any sale or sales, give and furnish to the purchaser a plainly written statement signed by him, showing all of the terms and conditions of such sale, the date thereof, the purchase price, and whether on terms or in cash (if an terms, the exact terms shall be stated), the motor number, the factory year model, and the serial number of such used vehicle. SECTION ~ -- Application for license hereunder, shall be made in writing signed by the applicant who shall state the name of the applicant, his age, residence, whether a registered voter of the Village of Richfield; and, if a partnership, the names of all of the partners verified by one of them, and if a corporation, the names of all of the officers thereof, verified by an author- ized officer. Such application shall state the business and residence addresses of the applicant for a period of five years prior to the date thereof, and whether the applicant is the sole owner of the business to be conducted, and the interest of any other persona than those named, if any. Such applicati oa shall be accompanied by the favorable recommendations of two citizens of the Village. . SECTION 5 -- The annual fee for such business shall be in the sum of $25 per year. The annual license fee for the second and subsequent number of places of business, should there be any, operated by one licensee shall be in the sum of $15 per year. The license year under such license expires on December 31 of every year. Before such license 3s granted by the Village Council, a Surety Bond in the sum of $5,000 sha11 be provided. SECTION 6 -- Any person, firm, partnership, or corporation who shall violate any of the provisions of ~thia Ordinance shall be guilty of a misdemeanor. SECTION 7 -- This Ordinance shall be in fu11 force and effect from and after the date of publication. As passed by the Village Council of the Village of Richfield this 1 th day of April, 1848.
