1948-3.22~. - l ORDINANCE N0. 3.22 ~~ AN ORDTNANCU ~ITTAORIZING THE ISSUANCE OF PERMITS BY THE VILLAGE COUNCIL OF THE VILLAGE OF RICHFIELD, HENNm'IN COUNTY, MINN~iSOTA, FOR THE DRIZLING OF WELI;S AND THE AEANDONMENT OF WELLS FtlR 'SHE PURPOSE 0~' PROT~i?II~ ~ TAE GENERAL HEAGTA AND WELFARE OF TAE PUBLIC. - The Yill~ge Cou3~ci1 of the Village of Richfield do ordain as followa~ S~S'~IOiJ ~.: -- Any perso~i; firm, br ot~rporation desiring to drill a well ~vithia the liiiaits of the ViY~.age of Richfield for.; the pui~acse :cf water supply shall first apply to the Village Couihcil of the Viil:age o~ Rt©hfielct for aper- i~.t. ,,Such applide,tio~. s~a],l set fore. the location; depth, c7.iameter, and the a~.ti c3.pat~d we,ter supply of t9~e well ~ and the purpose for which the water supply ~s intend®~., SUC~'TON 2. ~- Any person, firm, or corporation desiring to abandon any Well trr3.thin the limits of the Village of Richfield in existence at the time of the adoption of this Ordinance or thereafter drilled, shall first make an ap- plication to the Village Council of the Village of Richfield setting forth the reason for such abandonment. I n the event the Village Council of the Village of Richfield grants such a permit, the well to be abandoned shall be abandoned in accordance with the instructions of the Building Inspector of the Village of Richfield. SECTION 3. -- All applications for a permit either to drill a well or to abandon a well shall be referred by the Village Council to the office of the Building Inspector for his recommendation. SECTION 4. .--- No well shall be drilled closer than fifty feet to any cess- pool, and upon completion thereof, shall be thoroughly chlorinated. SUCTION 5. .».- The fee for the issuance of any permit to drill a well shall be one dollar up to a thre®~-inch casing, and five dollars over athree-inch cas- ing. The fee for abandoning a well shall be in the sum of one dollar. SUCTION 6. -- Any person, firm or corporation desiring to engage in the business of well-drilling shall first secure a license, therefore, from the Village Council of the Village of Richfield. The license fee for such occupar tion shall be in the sum of $10 per year, and the license shall commence on the first day of January, and end on the 31st day of December. Before the is- suance of such a license, the applicant shall furnish to the Village of Richr- field asuitable surety Bond in the sum of $1,000. SUTTON 7. .--. Any person, firm, or corporation who shall violate any proms' vision of this Ordinance shall, upon conviction thereof, be punished by a fine' not to exceed $100 or be imprisoned for not more than 90 days. SECTION 8. -- This Ordinance shall be in full force and affect from and after the date of its passage and publioation.
