AN ORDINANGE PROVIDING FOR THE REGISTRATION OF BICYCLES
IN THE VILL~E OF RICHFIELD AND PROVIDING PII~TALTY FOR
VIOLATION THEREOF.
The Village Gouncil of the Village of Richfield da ordain as follows:
Sectioa 1. It shall be unlawful. far any person to operate-or use a bicycle
propelled wholly or in part by muscular power upon airy of the streets, alleys or
public highways of the Village of Richfield, without first obtaining from the
Police Department a license theref or.
Section 2. The Police Department is hereby authorized and directed to issue
upon writtea application, bicycle liaenses which shall be effective from the let
day of June, 197, to and including December 3l, 19~'j, and thereafter said li-
censes shall be issued for the calendar year, commencing on the first day of
January of each of said calendar years and ending on the thirty-first day of
December of said calendar year. Said licenses when issued shall entitle the
licenses to operate such bicycle for which said license has been issued, upon
all the streets, alleys and public highways exclusive of the sidewalks thereof,
in the Village of Richfield.
Section 3. The Village of Richfield shall provide each year metallic li-
cenae plates and seals, together with registration cards and isinglass holders
theref or, said metallic license plates and registration cards having numbers
stamped thereon in numerical order, beginning with Nwnber 1, and indication the
year for which the same axe issued, and the letters V. of R. stamped thereon;
such metallic license plates shall be suitable for attachment upon the frames
of bicycles, and it shall be the duty of the P olice Department to attach one such
metallic license plate to the frame of each bicycle and to issue a correspond
ing registration card to the licensee upon the payment of the license fee here-
in provided for. Such metallic license plate shall remain attached during the
existence of such license. The Police Department shall also keep a record of
the date of issue of sash license, to whom issued, and the number thereof.
S action 4. A 11 persons engaged in the business of buying second-hand bi-
cycles are hereby required to make daily report to the Police Department, givi:~g
the name and address of the person from whom each bicycle is purchasee?,~the de-
scription of each bicycle purchased, the Prame number thereof, and the number
of the metallic license plate found thereon, if any. All parsons engaged in the
business of selling new or second-hand bicycles are hereby required to make a
daily report to the Police Department, giving a list of all sales made by such
dealers, which list shall include the name and address of each person to whom
sold, the kind of bicycle sold, together with a description and frame number there-
of, and the number of the metallic license plate attached thereto, if any.
Section 5. It shall be the duty of every person who sells or transfers owner-
ship of any bicycle, to report such sale or transfer by returning to the Police
Department the registration card issued to such person as license thereof, tom
gather with the name and address of the person to whom said bicycle was sold or
transferred, and such report shall be made within five days of the date of said
sale or transfer. It shall be the duty of the purchaser or transferee of suoh
bicycle to apply for a transfer of registration therefor within five days of
said sale or transfer.

Seation 6. Tt shall be unlawful for any person to wilfully or maliciously
remove, destroy,. mutilate or alter the number of any bicycle frame licensed pur-
suant to this ordinance. Tt shall also be unlawful for any persoa to remove, de»
stray, mutilate or alter any license plate, sea]. or registration card during .the
time in which such license plats, seal or registration card 3s operative. Pro-
vided, however, that. nothing in this ordinance shall prohibit the Police Depart-
ment from stamping numbers on the frames of bicycles on which no serial number
can be found, or on which said number is 111egible or insufficient for identi..
fixation purposes.
Seotion ~. The annual license fee to be paid for each bicyale sha11 be
2,~¢ and shall be paid in advance; and pursuant to Section 5 of this ordinance,
such license may be transferred when the ownership of said bicycle is trans
(erred, and a fee of 25¢ sha11 be paid far the registration of such transfer.
X11 license fees collected under this ordinance shall be paid into the General
Fund of the Village of Richfield.
Section 8. Ntrsry person, firm or corporation violating any of the pro-•
visions of this ordinance shall be deemed guilty of a misdemeanor, and upon
canwiction shall be punishable by a fine of not more than oae hundred dollars
($100.00), or by imprisonment in the County Jai.1 for a period of not more than
ninety (q0) days, in addition to the penalty hereinabove set. forth, the Police
Department of the Village of Richfield or any of the members thereof, may im'.
pound and retain possession of any bicycle operated in violation of any of the
provisions of this ordinance, and retain possession of the same until the 13.-
cease provided for herein is obtained by the owner of said bicyale.
Section q. This ordinance shall be in full forc® and effect after the
date of publication hereof.
