RICHFIELD TRANSPORTATION COMMISSION MEETING

Chair Dzierzak called meeting to order at 7:00PM
2. Review & approve agenda
Commissioner Kubista moved to approve the agenda. Second by Commissioner
Straub. Motion carried.
3. Review & approve minutes for March 5th meeting #1
Commissioner Kubista moved to approve the minutes from March 5th. Second by
Commissioner Knosalla. Motion carried.
4. Review & approve minutes for May 14th meeting #2
Commissioner Kubista moved to approve the minutes from May 14th. Second by
Commissioner Knosalla. Motion carried.
5. Richfield Guiding Principles and Public Engagement Process
Transportation Engineer Matt Hardegger presented the history and goals of Richfield’s
Public Engagement process, as well as expectations for Commissioner involvement
during this process.
Commissioners discussed potential addition of a post-construction project evaluation
to the process. This has not been a formal item in the past, but has occurred
informally through feedback received at Commission meetings and subsequent open
houses.
6. Hennepin County CSAH 32 (Penn Avenue) Project Intro
Hennepin County Project Manager Matt Huggins, Tyler McLeete from Stantec, and
Dan Edgerton from Zan Associates gave an overview of the Penn Avenue project
scope, goals, project team, history, schedule, existing conditions, and upcoming
milestones.
Commissioners discussed the different characteristics of the segments of Penn
Avenue and completed a slider bar exercise to document the Commission’s opinion of
the existing conditions on Penn Avenue.
The experience for pedestrians, transit riders, and bicycle riders was considered
“low”, with an emphasis on the bicycle conditions north of 66th Street being worse

than south of 66th. The experience for cars was considered “high” south of 66th
Street, and “low” north of 66th Street. The experience for trucks and freight vehicles
was considered “medium-high”.
Commissioners and Liaisons also discussed parking along the corridor within the
context of the business district between Hwy 62 and 69th Street. Commission agreed
that parking will be an important consideration for the project moving forward. Staff
indicated they would distribute the Corridor Study done in the business district in
2020.
7. Project Updates
a) City Staff
Hardegger updated the commission on 494 closures
Whipple updated the commission on 70th Street Trail Project and Pavement
Rejuvenation.
Powers updated the commission on the recent letter from the Transportation
Secretary related to federal funding of projects.
b) Liaisons
o City Council – Council Member Hayford-Oleary updated the commission
on City Council discussions related to short term rentals and Wood Lake
Nature Center Construction.

8. Other Business
a) “Mobile meeting” start time – Currently planned for August regular meeting
o Commission agreed to move mobile meeting to September
