Call meeting to order Chair Bradley called the meeting to order at 7:01 pm. II. Approval of Agenda Motion by Commissioner Woetzel to approve the agenda. Seconded by Commissioner Walz. Motion carried. III. Review & Approve Minutes for May 3rd, 2023 Meeting Motion by Commissioner Walz to approve the May 3rd, 2023 meeting minutes. Seconded by Commissioner Woetzel. Motion carried. IV. Richfield Public Engagement Process Overview Public Works Director Kristin Asher presented to the commission an overview of the City of Richfield’s public engagement process. Director Asher stated that the public engagement process involves a series of open houses where the City, other external agencies and the consultants gather public input. Once that feedback has been collected, it is incorporated into a new preliminary design which is then presented at the next open house for more public input. This process continues through 4 unique open houses until ultimately community by-in is achieved on the design. V. Project Partner Introduction to Nicollet Ave Design Matt Huggins, Hennepin County’s Project Manager for the Nicollet Ave Reconstruction project introduced himself as well as Tyler McLeete and Dan Edgerton, who would also be assisting in the public engagement process for the project. Huggins went over the County’s project needs and goals, of which included but were not limited to the replacement of deteriorating infrastructure, improving mobility throughout the community, and providing safer crossings at intersections for pedestrians and bicyclists. The County and the City will be working together to lead the public engagement process over the next few years for the Nicollet Ave Reconstruction project. VI. Project Updates • 77th St Underpass. Civil Engineer Olivia Wycklendt provided an update on the project, stating that crews were working on the final grade and base of 77th St within the project limits and that sidewalks on the east side of the project had just been poured the past week. • 65th St Reconstruction. Wycklendt is anticipating that this project will be completed by late fall of 2023. Currently crews have been working on setting up temporary water for properties west of Lyndale Ave on 65th St, as well as pavement removals in that area. • I-494: Airport to 169 Update. Transportation Engineer Hardegger noted that construction started last week, which included a lane closure on WB 494 near France Avenue. The biggest impacts for the foreseeable future would be a few ramp closures and night-time closures on the highway. • 77th/Lyndale Signal Project. Hardegger stated that the contractor for 77th St and Lyndale Signal Project is expected to start on July 10th. Due to some unforeseen delays, the project is likely to extend through September. In regards to 76th St and 70th St on Nicollet Ave, concrete and pedestrian ramps have been poured at each of those intersections. • 71st St SRTS Sidewalk. Hardegger mentioned that this project is still on track, with completion of the project to be sometime after Labor Day of this year. • Reclamite. Wycklendt announced that later this summer Corrective Asphalt Materials would be spraying Reclamite on approximately 6 miles of previously milled and overlayed roads throughout the City. • Liaison Updates. Councilmember Hayford O’Leary announced that the second City Council work session regarding City-Wide speed limits will be happening on July 9th. He also updated the Commission that the City did receive approval from the state to impose a state tax to help fund several projects throughout the City including but not limited to the Wood Lake Nature Center. Liaison Wlizlo told the commission that he is wrapping up on a bicycle grant. Liaison Jan Matheus mentioned that there are a lot of community rides coming up, and that if you’re interested in bike related activities throughout the city you can visit the official Facebook page, which is the group titled “Bike Walk Richfield”. VII. Upcoming events/meeting(s) The next regularly scheduled Transportation Commission meeting is Wednesday, July 5th, 2023. Motion to cancel the Wednesday, July 5th meeting by Commissioner Walz. Seconded by Commissioner Dzierzak. VIII. Adjournment Chair Bradley adjourned the meeting at 8:31 pm.
