Call meeting to Order Commissioner Dunser called the meeting to order at 7:01 pm. II. Approval of Agenda Motion by Commissioner Weidenbach to approve the agenda, s/Edgerton. Motion carried. III. Review & Approve minutes for November 6th, 2019 meeting Motion made by Commissioner Edgerton to approve the November 6, 2019 meeting minutes, s/Weidenbach. Motion carried. IV. Updates Vlasaty gave updates on 66th St: the road project is done and the only remaining work is landscaping to come in 2020. Lyndale is under winter suspension, next year’s work will consist of final striping, miscellaneous concrete, landscaping, and punch list items. The commission noted the effectiveness of the RRFB’s and their immense value to the corridor’s safety. Felgate updated the commission on the upcoming new playgrounds. Liaison Hayford Oleary updated the commission on the RF64 redevelopment along Richfield Parkway, the Chase Bank proposal for the NW corner of 66th St and Lyndale Ave, and the approval to add residential houses to the City owned property on Emerson Lane. V. Penn Ave Corridor Study Commissioner Edgerton, acting in his capacity as the City’s project consultant (Zan Associates), presented the plan for the Penn Ave corridor study being done as a partnership between Hennepin County and the City of Richfield along with the consultant team led by Zan Associates. The corridor study project is focusing on Penn Ave between Highway 62 and 68th Street. The study will set the vision for the corridor to help the city and county secure funding for future construction projects. The goals of the study are as follows: identify strategies to provide safe and efficient mobility for all users, further the “Urban Hometown” vision for Richfield, create stronger connections between people and places, support and enhance adjacent businesses and the neighborhood and identify improvements that support active living. The first open house was held November 25, 2019 and was well attended with approximately 90 persons and 150 comments left on the project maps. The first phase of the corridor study project will wrap up spring of 2020 and will simply try to best understand the problems with the existing corridor. As the project continues through 2020 there will be more open houses, virtual meetings, community events, and will eventually wrap up with the study findings and recommendations. VI.
