Call meeting to Order Commissioner Dunser called the meeting to order at 7:01 pm. II. Approval of Agenda Motion by Commissioner Charnitz to approve the agenda, s/Weidenbach. Motion carried. III. Review & Approve minutes for June 5, 2019 meeting Motion made by Commissioner Walz to approve the June 5, 2019 meeting minutes, s/Weidenbach. Motion carried. IV. I-494 Discussion Broz presented the current design criteria summary. The most important items for the commission to review are the access change alternatives screening criteria. MnDOT has five (5) design alternatives for the intersection at Portland Ave. They are TDI, DDI, Roundabout, Texas U-Turn and SPUI. Each design alternative was scored for approximate performance from a pedestrian and bicycle user analysis. MnDOT is moving forward with closing on/off ramps at Nicollet and 12th with full access at Portland Ave. Tight Diamond Interchange (TDI) and Texas U-Turn interchange designs scored the highest and will be moving forward. The Commission was also presented with the high-level drawing and footprint of the TDI interchange and a preliminary look at the impacts to the businesses/properties in the area. V. 65th St Broz informed the commission that the 65th St reconstruction project will now be a one phase project from 66th/Rae Drive to Nicollet Ave for a 2021 construction season. There was a discussion on the County’s Nicollet Ave project which will remain a 2020 project, with a lack of dedicated bike facilities for north/south travel through the 66th and Nicollet roundabout. It is expected that staff and the Commission will be picking up where the project left off in regards to the public input process in late 2019 or early 2020. VI. 2020 Bicycle Routes Broz asked the commission to look at the proposed bicycle routes for 2020 and get ready to provide input. These areas include 73rd St. from Upton Ave to Portland Ave, 78th St. from Xerxes Ave to Penn Ave, and Upton Ave from 78th St. to 66th St. VII. Updates Vlasaty gave updates on 66th St and the status of boulevards and punch list items. Vlasaty also gave an update on Lyndale Ave, informing the commission that curb and gutter had been completed through 70th St., pavement done through 72nd St., and crews are currently working on removals and utilities from Lake Shore Drive to 66th St. VIII. Work Plan Review/Next Steps  Safe routes to School Grant: school has not hired a coordinator yet. IX. Upcoming events/meeting(s)  PennFest: September 15th, 12 PM-5 PM  Next scheduled Commission meeting: October 2nd, 2019 X.
