2018-11-07 TC Minutes Richfield Transportation Commission Attachment #1 November 7, 2018 - Meeting Minutes 7:00 p.m. | Richfield Municipal Center – Bartholomew Room Commission members: Ted Weidenbach (chair), Paul Chillman, Wes Dunser, Gary Ness, Ken Severson, Jeffrey Walz, Gerry Charnitz, and Jack Wold Commission members not in attendance:, Brynn Hausz, Francine Legba, and Tim Carter. Call meeting to Order Commissioner Weidenbach called the meeting to order at 7:01 pm. II. Approval of Agenda Motion by Commissioner Severson to approve the agenda, s/Ness. Motion carried. III. Approval of Previous Meeting Minutes Motion made by Commissioner Chillman to approve the minutes, s/Severson. Motion carried. IV. Updates  Vlasaty update the Commission regarding the 66th St. project. Traffic control will be removed next week, and the Commission would like Nicollet Ave. south of 66th to be striped to a single lane to 68th St.  Broz gave an update on the roundabout education campaign and showed the Commission multiple videos of various pedestrian/bicycle/auto interactions.  Oleary updated the Commission on an award the bike advocates group received and provided an update on upcoming planning/redevelopment projects, including the Queen and 66th St. project. V. Project Overviews  Pearson provided the Commission with design history of the underpass and various changes that have been made to better utilize the park area. Pearson also discussed the funding and scheduling of construction.  Pearson gave an update on the 65th St. Project and the need for utility replacement to be coordinated with potential redevelopment at the Hub site.  Pearson updated the Commission on the 494 – Airport to 169 project and reviewed funding, design changes, staging, and impacts to local users, residents and businesses. The Commission voiced concern regarding how northbound 35W traffic would access the Penn Ave. area.  Pearson discussed issues being worked through presently, such as storm water improvements not currently funded, environmental assessment of MnPass or comparable facilities, and the budget for rehabbing existing bridges.  Pearson gave an update on the 35W and Minnesota River bridge that is currently under construction and discussed changes to the corridor.  Pearson gave an update and overview of 35W/94/downtown project and also highlighted the upcoming 494 rehab projects. VI. Work Plan Review/Next Steps  Broz updated the Commission on the Portland bike gap issues that are being seen on the Minneapolis end and spoke to what options are being looked at for the 65th/Nicollet project. VII. Upcoming events/meetings(s) Motion made by Commissioner Ness to cancel the next regular Commission meeting (December 5th, 2018) and to combine it with the December 11th Joint City Council, Planning Commission, and Transportation Commission work session, s/Charnitz. VIII. Adjournment Motion made by Commissioner Wold to adjourn meeting, s/Dunser. Motion carried. Adjourned at 8:40 pm.
