Meeting Minutes
April 5, 2017

Commission members in attendance: Ted Weidenbach (chair), Tim, Carter, Gerry Charnitz,
Paul Chillman, Gary Ness, Ken Severson, Jack Wold, and James Melendez

I. Call meeting to Order
Chair Weidenbach called the meeting to order at 7:00 pm
II. Approval of Agenda
Motion made by Severson to approve the agenda, s/Charnitz. Motion carried.
III. Approval of March 1, 2017 Meeting Minutes
Motion made by Charnitz to approve the minutes, s/Ness. Motion carried.
IV. Updates
Utilities Engineer, Mike Petersen, gave construction update;
Broz provided updates on the following:
Bike Master Plan;
Richfield Parkway South;
Portland Avenue Award;
Felgate gave an update on the Community Services Commission.
V. 2017 Bicycle Routes
The Commission discussed the following bike routes:
Petersen presented 62nd St. near Penn Avenue;
Broz presented 70th Street
Broz discussed gathering public input regarding 62nd Street, Bloomington Avenue,
and 12th Avenue.
VI. Pedestrian Planning
Broz discussed the Blue Cross Blue Shield Request for Proposal, and presented the
temporary crosswalks to be constructed if awarded.
Broz presented the Functional Balance Chart for the 69th Street proposed
alternatives as an example project review.
Broz discussed the online survey for 39th Street.
The Commission discussed using diverters at 70th ST. to not allow traffic on 70th.
The bikeway/sidewalk could go on 70th. Diverted traffic would use 39th St. This
option was discussed as an alternative to the 39th St. modifications.
VII. Stop Sign Policy
Broz reviewed the basket weave area and shared proposal for improvement.
The plan includes area from 69th to 73rd and Penn Ave. to 35W. Two signs would be
removed from six 4-way stop areas to make true basket weave.
Commission decided to table this idea and not move forward with any changes at
this time.
VIII. Work Plan Review/Next Steps

Broz discussed the D-Line going down Portland Avenue.
Broz discussed the 65th Street preliminary design from Nicollet Avenue to Rae
Drive.
Broz also discussed the “Sweetscape,” the landscape for 66th Street.

Next scheduled Commission Meeting: May 3, 2017
X. Adjournment
Councilmember Howard gave an update on the Comprehensive Plan Task Force and public
Comprehensive Plan meetings.
