Meeting Minutes
December 2, 2015

Commission members in attendance: Sue Sandahl (temp. chair), Tim Carter, Gerry
Charnitz, Paul Chillman, Gary Ness, and Ken Severson

I. Call meeting to Order
Ness nominated Sandahl temporary chair. Motion made by Ness to appoint Sandahl temp.
chair, s/Severson. Motion carried. Temp. Chair Sandahl called the meeting to order at
7:03 pm
II. Approval of Agenda
Motion made by Charnitz to approve the agenda, s/Ness. Motion carried.
III. Approval of November 4, 2015 Meeting Minutes
Motion made by Ness to approve the minutes, s/Charnitz. Motion carried.
IV. Richfield Parkway - South
Steve Schwanke, Westwood, explained the project.
Pearson explained transportation issues (on-street parking, trail, ect.), concerns
with access to park, and incorporation of park on-site.
V. 66th Street Reconstruction
Pearson gave recaps on:
o Additional Medians
o Stevens Area Drainage
o Newton Area Drainage
o MCES Sewer Rehabilitation
VI. 77th Street Underpass (Planning)
Pearson gave an update on the over/under, schedule, and funding.
Carter and Sandahl stated they continue to support name change from 24th to
Bush Lake and continue to push the name change.
VII. Upcoming By-Laws Revision
Pearson gave an update on the by-laws revision; attendance policy.
Severson stated means are in place to take care of attendance already, with
Council review.
Sandahl agreed, does not like arbitrary number.
Severson stated the by-laws should include whether youth representatives have or
vote or not.
VIII. Updates
Pearson gave updates on Portland Avenue Reconstruction, TRPD Nokomis-
Minnesota River Trail Construction, Orange Line BRT, MnDOT Managed Lane Study,
Portland crosswalks at 66th, and Portland Bike Gap.
Felgate gave update on Community Services Commission.
