2015-11-04 TC MinutesATTACHMENT #1 Richfield Transportation Commission Meeting Minutes November 4, 2015 7:00 p.m. | Richfield Municipal Center | Heredia Room Commission members in attendance: Ted Weidenbach (chair), Tim Carter, Gerry Charnitz, Paul Chillman, Gary Ness, and Sue Sandahl Commission members not in attendance: Ghislaine Ball, Ken Severson, and David Taylor Liaisons in attendance: Michael Howard, Sean Hayford Oleary, and Art Felgate Liaisons not in attendance: None City Staff Liaison: Jeff Pearson Other City Staff: Elizabeth Finnegan Other: Jack Broz and Craig Churchward (Avenue Design Partners), Maury Hooper (Hennepin County), and Martin Kirsch I. Call meeting to Order Chair Weidenbach called the meeting to order at 7:03 pm II. Approval of Agenda Motion made by Ness to approve the agenda, s/Charnitz. Motion carried. III. Approval of September 2, 2015 Meeting Minutes Motion made by Chillman to approve the minutes, s/Carter. Motion carried. IV. 66th Street Reconstruction  66th Street Streetscape o Craig Churchward (Avenue Design Partners) presented on the streetscape design review. o Carter asked about the sanitation of the water fountains. o Weidenbach asked about fences and if it would be the same along 66th from Penn to 35W o Ness asked about the north/south power lines. o Oleary asked about the cycle track location near parks and can it move closer to Monroe, voiced concerns about the material/texture between the cycle track and sidewalk, and asked about pavers. Pearson responded that cycle track will remain parallel with the road and pavers were omitted because of maintenance (paving and general maintenance). o Chillman asked about the transit stops at 35W. o Weidenbach asked about the wayfinding signs. o Sandahl asked about maintenance around the monuments into Richfield.  Value Engineering Study – Medians o Jack Broz (Avenue Design Partners) presented on the results of the value engineering study. o Ness asked about increased pass through traffic. o Sandahl said she always goes to signal at Logan to get out on 66th (left turn). o Weidenbach thinks it’s a conditioning thing but adds cars to the people with open streets. Requested police and fire input for area south of 66th between 35W and Penn. o Sandahl asked if there would be room to do U-turns. Pearson responded that there would between 35W and Penn but that Nicollet to Portland could be difficult. o Weidenbach feels it would be bare without full-planted median. o Oleary agrees with the tree/speeds and asked about why medians are not being proposed from Xerxes to Penn. Hooper explained Sheridan is getting medians and why others were not due to space constraints. ATTACHMENT #1 V. By-Laws Revision  Pearson gave an update on the by-laws revision; attendance policy. More information will be upcoming as the item moves through Council comment. VI. Updates  Pearson gave updates on Portland Avenue Reconstruction, 77th Street Underpass, and TRPD Nokomis-Minnesota River Trail Construction.  Liaisons gave updates on other Commissions and Bike Advocates activities. VII. Upcoming Events/Meeting(s)  Richfield Connect Open House (on-going to November 24) and Public Open House on November 19 (4-6:30pm) on the proposed median closures.  Next scheduled Commission Meeting: December 2, 2015 VIII.
