Meeting Minutes
April 1, 2015

I. Call meeting to Order
Chair Weidenbach called the meeting to order at 7:01 pm
II. Approval of Agenda
Motion made by Charnitz to approve the agenda, s/Sandahl. Motion carried.
III. Approval of February 4, 2015 Meeting Minutes
Motion made by Taylor to approve the minutes, s/Chillman. Motion carried.
IV. Ideas for Future Topics/Presentations
Severson said that west side sidewalk on Lyndale is in terrible condition and asked
what would it take to get the sidewalk replaced since there is no plan for the road
project? (spot repair)
Oleary suggested two items for further discussion at a future meeting:
o Sidewalk implementation based on current Comprehensive Plan
o Bike plan implementation with upcoming street projects
Charnitz suggested two items:
o Rail traffic - What’s the future and an update on who uses it, when, and for
what.
o 66th Street – How will other modes of transportation be used on the street
legally? Is it a need? (wheel chairs, electric bikes, motor scooters, segways,
etc.)
Sandahl suggested two items:
o Revising the area west of I-35W and north of 76th St to match the city stop
sign policy, getting rid of basket weave layout there today.
o Request removal of no parking signs on 1st Ave from 66th to 67th St and 67th
St from Lyndale to Pines entrance.
Oleary suggested a larger conversation of no parking zones in Richfield as a whole.
Felgate suggested a future presentation on Smart Cities.
Weidenbach asked is there any other ways to help staff with public interaction and
feedback on projects? Recommended possibilities included asking for volunteers, a
booth at Penn Fest and/or4th of July. Commissioners also suggested putting a sign
up at beginning of projects that provides information on project dates and input
opportunities.
Severson asked about talking with Edina about renaming of 76th Street and said if
they want to do it for all of Richfield, makes sense to get Edina on-board too.
Oleary suggested car-to-go presentation.
Weidenbach suggested updates on 494/35W.
Sandahl asked about how much City staff input had in upcoming Crosstown/494
Managed Lane Study by MnDOT. Will there be Richfield liasons? Staff will look into
further information.
ATTACHMENT #1 V. Updates
Pearson gave an update on 69th Street Reconstruction Project; Portland Avenue
Reconstruction; Redevelopment Projects; and, 66th Street Schedule.
Other Commissions/Bike Advocates
o Felgate gave an update from the Community Services Commission:
Replacing playground equipment in Garfield Park has a $75,000
budget. Richfield Connect will show the top two proposals.
o Oleary gave an update from the Planning Commission:
In February, approval went through Council unanimously for
Accessory Dwelling Unit (ADU) and Audi dealership on 77th at 14th.
o Oleary gave an update from Bike Advocates:
Social format this year including monthly rides.
Thirty days of biking started today, pledge some amount every day
and make an effort to ride every day in April.
