Meeting Minutes
January 7, 2015

I. Call meeting to Order
Chair Kirsch called the meeting to order at 7:01 pm
II. Approval of Agenda
Motion made by Charnitz to approve the agenda, s/Ball. Motion carried.
III. Approval of December 3, 2014 Meeting Minutes
Motion made by Severson to approve the minutes, s/Carter. Motion carried.
IV. 66th Street Reconstruction Project
Roundabout Design (I-35W, Lyndale, Nicollet)
o Review Rectangular Rapid Flashing Beacon (RRFB) Locations
Discussed RRFBs at two lanes of traffic crossing vs single lane
crossing.
Carter stated RRFBs by BMW dealer are very eye catching.
Charnitz stated concerns with curve in road north of 66th on Lyndale
and asked do we need to add something else.
Severson expressed concerns of pedestrians when exiting
roundabout. WB 66th to NB Lyndale – thinks flashers should be on all
crossings (Lyndale). Severson asked what’s the hold-up of putting
them all in – why wouldn’t we.
Ball discussed the density of seniors living in the area and asked
wouldn’t we want to provide the crossing.
Severson asked if can we do flashers for the exiting lanes instead of
across the entire intersection? Pearson will follow-up on this
question.
Weidenbach expressed concerns with people getting used to seeing
the flashing and if they don’t have it they just assume it’s clear, and
asked is yield rate different between one or two lane roundabout.
Severson agreed with Weidenbach that drivers assume the
intersection acts the same on all sides. Thinks if we have RRFBs we
should put them on them all.
Ness expressed concern about queuing in the roundabout.
Oleary wondered about the width of the single lanes of roundabout
and can they be tightened up.
Severson discussed Nicollet not having north and south RRFB, but I-
35 having at all crossings.
Kirsch asked about MnDOT approval of I-35 RRFBs.
o Review Input Strategy Process
Severson suggested to meet with residents in the area.
Ness asked how much say do we have on the green spaces along the
corridor.

Ness also asked about irrigation along the corridor, including in the
medians and boulevards with sidewalks and cycle tracks.
Carter asked should we make time to come to other commission
meetings.

Motion made by Severson to approve the 2015 Officers, s/Ball. Motion carried.
