Meeting Minutes
December 3, 2014

Commission members in attendance: Martin Kirsch (Chair), Tim Carter, Gerry Charnitz,
David Taylor, Ken Severson, Gary Ness and Ted Weidenbach

I. Call meeting to Order
Chair Kirsch called the meeting to order at 7:01 p.m.
II. Approval of Agenda
Motion made by Severson to approve the agenda, s/Charnitz. Motion carried.
III. Approval of November 5, 2014 Meeting Minutes
Motion made by Charnitz to approve the minutes, s/Ness. Motion carried.
IV. 66th Street Reconstruction Project
• Recap of Open House results.
• Major Intersections
o Staff reviewed roundabouts at I-35W, Lyndale, Nicollet locations.
o Highlighted pedestrian activated warning systems such as Rectangular
Rapid Flashing Beacons (RRFB) use and moving crosswalks further from
circulating traffic.
o Charnitz noted concern about yielding to elderly peds at Lyndale.
o Question about additional location at Lakeshore. Was looked at but not
feasible for ROW impact and traffic reasons.
o Motion by Ness to recommend roundabouts at Nicollet & Lyndale Avenues
w/ pedestrian activated warning systems, s/Severson. Passed unanimously.
o Motion by Severson to recommend roundabouts at the I-35W ramps
contingent on MN/DOT approval and to include RRFB at crossings, s/ Kirsch.
Passed unanimously.
• Medians
o Discussion regarding medians at various locations along 66th St.
o Charnitz and Carter willing to talk to residents and businesses about
potential median placement.
V. Updates
Commissions and Richfield Bike Advocates
Recommendation to place signs along streets for information on upcoming road
projects.
