Meeting Minutes
October 1, 2014

I. Call meeting to Order
Chair Kirsch called the meeting to order at 7:00 p.m.
II. Approval of Agenda
Motion made by Severson to approve the agenda, s/Charnitz. Motion carried.
III. Approval of August 6, 2014 Meeting Minutes
Motion made by Ball to approve the minutes, s/Weidenbach. Motion carried.
IV. Visual Quality Guidelines
Craig Churchward of Avenue Design Partners presented on the VQG process and gave an
overview of the outcomes. The next step will be to finalize the document for public review
and bring it to the Transportation and Community Services Commissions for
recommendation of approval to the Council.
V. 66th Street Reconstruction Project
• Open House comments from 9/25 were provided to the Commission for review.
• Parking
o GC asked about angled parking.
o Hennepin County could not provide an example of a location that was
allowed on their roads.
• Medians
o SHO asked why more median options had not been on the table to this
point and asked to discuss further median locations and lengths. GB agreed.
o KS expressed concerns with cut-through traffic that additional access
control could create. GC raised this concern as well.
o Hennepin County explained differences in example of Excelsior Blvd access
control.
• West of I-35W
o TW and KS asked if both segments of this section had to be treated the
same. Staff reply was that they did not need to be.
o GC, GB, and KS made comments about shifting alignment to take north
houses but having additional space to redevelop. Staff will examine further
but Jim Grube cautioned that the current analysis model for FHWA only
looks at initial impact and cannot use future redevelopment.
o SHO asked about short-term bike facilities under low-impact design.
o Councilmembers Sandahl and Garcia spoke about the need to look at 50-
100 yr decision.
o Staff will follow-up with “Medium” Impact design and examine impact of
north alignment shift.
