Meeting Minutes

I. Call meeting to Order
Chair Kirsch called the meeting to order at 7:00 p.m.
II. Approval of Agenda
Motion made by Carter to approve the agenda, s/Taylor. Motion carried.
III. Approval of August 6, 2014 Meeting Minutes
Motion made by Weidenbach to approve the minutes, s/Taylor. Motion carried.
IV. Safe Routes to School Final Plan
Pearson presented the Final Version of the Safe Routes to School Plan. Severson
expressed concern that not enough emphasis was put on improving the crossing at 73rd St
& Nicollet Ave. Ball suggested that the crossing be striped now that the road is in a three-
lane configuration. Motion by Ball to approve with additional comments on the crossing at
73rd/Nicollet, s/Carter. Passed unanimously.
V. 66th Street Reconstruction Project
Pearson reviewed what was discussed at the August meeting and the desire by the
Commission for additional information before making a recommendation. Jack Broz
reviewed the Corridor Demand exercise and how the two alternatives (2 & 4B) “scored”
for each mode/category for the segments east of I-35W. Additionally:
• SHO again recapped a survey he conducted on behalf of the Richfield Bike
Advocates which found a majority of respondents preferred concept 4B.
• The County presented options for making the bicycle facilities in 4B comfortable
and safer through intersections.
• Weidenbach gave an overview of comments received at the Farmers Market
regarding concept 2 vs 4B. Those that commented overwhelmingly preferred 4B.
• Charnitz expressed concern that more needs to be done to connect with
businesses on the east end of the corridor.
• Carter volunteered to contact businesses and expressed that as a business owner
concept 4B presented good opportunity to maximize amenities.
Motion by Severson to recommend Concept 4B east of I-35W to the Council for approval,
s/Ness. Passed unanimously.
